If yes, could you please detail the length of the Plan of Action?There is no specific plan of action. Non-sentenced prisoners and sentenced high-risk convicts are carried by the police; only low-risk convicts are transported by the prison administration.

If yes, could you please detail the length of the Plan of Action?Prisoners in the UK are not transported in cars. Movements to court are done via secure vans which can hold between 2 to 16 people in individual cubicles. These vans are the responsibility of our privately operated escort contractors who are obliged to operate a renewal and maintenance schedule for them across the life of the contract. The current contracts last for 7 years with an option to extend for up to 3 years further and were last let in 2011.
If yes, could you please detail the Policy and Strategy for the process of renewing the car fleet?The vans are leased by the private escort contractors (although there is nothing in the contract to prevent them from sourcing them in other ways).

We have an annual plan for all investments which we intend to carry out on the level of Prison system. The plan includes every year also a financial input for a renewal of car fleet for the Prison system.

If yes, could you please detail the Policy and Strategy for the process of renewing the car fleet?Renewing the car fleet occurs when there are old and unsafe vehicles (when there are breakdowns etc.) in the system. At the end of each year all locations of our prison facilities have to prepare the report what are their needs for investments or renewals. After that The Head Office of National Prison Administration try to address specific needs in accordance with available budget. We have to observe specific public procedures for purchases. We could put in our requirements about a kind of cars we need. Finally the cheapest provider of car models is selected according to our requests.

We do not have any experience with use of European funds for such purpose and It would be useful for us to get some suggestions.
Yes, we have a short-term procurement strategy for the planning phase of the budget year. A mid-term procurement phase (ranging from 4 to 5 years) is being developed and modified with regards to the deterioration of the vehicles and the emergence of new needs.

The Scottish Prison Service has a commercial contract with the company G4S for the escorting and transporting of prisoners. The maintenance and renewal of the car and van fleet is the responsibility of the contractor G4S.

If yes, could you please detail the length of the Plan of Action?Cellular and non cellular vehicles are used for the transportation of prisoners. Vehicles are replaced on a priority basis dependent on the funding available. Funding is determined on an annual basis.
If yes, could you please detail the Policy and Strategy for the process of renewing the car fleet?Consideration is given to the age, mileage, total cost of repair and continued requirement of each vehicle at each prison/location within the Prison Service estate. Vehicles are redeployed throughout the estate to maximise efficiencies.

Yes, it is reviewed annually as a result of the substitution plan (age or mileage) and the sales and production plan which vehicles need to be replaced and whether there has been expansion in kinds and types. Depending on the type of vehicle receivers for prisoner transport, the replacement periods: • 60 months or 420,000 kilometers • 84 months or 250,000 kilometers • 120 months or 500,000 kilometers (freight) • 180-240 months for special coaches

If yes, could you please detail the length of the Plan of Action?The short term plan is annual and closely connected to the overall investment plan/process. The process for 2017 starts may 2016. We are currently working on a mid term plan (2-5 years)
If yes, could you please detail the Policy and Strategy for the process of renewing the car fleet?Vehicles are replaced on a priority bases considering age/mileage/costs and continued requirements of each vehicle at each location. In general we have two types of transports, remote transports and local transports. For the remote transportation vehicles the replacement plan is 60-72 months or 500 000 kilometers. For the local transportation vehicles more consideration is taken to the overall condition of the specific vehicle.
