Introduction: Preparation of a new regulation regarding job positions in prisons in Montenegro.
At 1 June 2016 SPS had 3352 operational staff that included those working in roles at first, middle and senior management. The number of operational staff working in uniform was 3244. At 19 July 2016 we had 7575 offenders in our care. Ratio of 2.3 for all operational staff and 2.4 for uniformed staff.
What qualification/degree is needed for security staff?Prison Officer's joining SPS as a new officer are required to have 5 standard grade's including math's and English or relevant people facing experience.

Norwegian prisons have no special category employees regarded as " security staff " . The prison employees are prison officers, who takes care of both security and other interaction with the inmates. The number of inmates in Norwegian prisons are ca. 3800 plus / minus .There are ca. 3500 FTE employees (except half-way houses) in Norwegian prisons.
What qualification/degree is needed for security staff?N / A Prison officers are trained in a two-year education at Correctional Service of Norway Staff Academy.

Please note that The Norwegian Correctional Service is organized after “the import model'. This means that prisons do not have their own staff delivering for example clerical, medical, educational, employment, social or library services. For example: Teachers who teach in prisons are paid and hired by the school authorities, not the correctional service. These employees are neither financed nor hired by the prisons, and they are not included in the number above. They are employed by the governmental organisation which provides the service in question (school, employment office, hospital etc).

The total number of security staff is 1896 (in total there are 2019 positions out of which 1896 are filled, 123 vacant) for 4277 prisoners.
What qualification/degree is needed for security staff?Necessary education depends on the position: - Instructor – secondary education and professional further education program acquired in Latvian Prison administration Training centre thus gaining prison junior inspector qualification; - Junior inspector – 1st level higher professional education; - Senior or chief inspector – 2nd level higher professional education.

What qualification/degree is needed for security staff?To enter the education, you have to: Have study competence, which can be achieved in the following ways: • You have a vocational education • You have another comparable education • You have Danish level C, social studies level C, English level C plus one optional course level C and minimum 3 years of work experience • You have HG (The basic education of business college) and minimum 3 years of work experience • You have a high school education (STX, HF, HHX or HTX) • You have the high school phase-in for refugees and immigrants (GIF ) • You have a real certificate of competence from VUC with meeting the above point professional goals

Hence the number of prisoners per employee is 0,99. The calculations include prisoners, uniformed prison officers, work managers, employed in administration, health department, department for resocialisation and all other departments in closed and opened prisons, half-way houses and local prison units, where remand prisoners are placed.
