Introduction: Latvian Prison Administration is interested in information about offender behaviour programmes in the community and in prisons to improve and efficient the community and prison system make more in Latvia, putting emphasis on offender behaviour programmes. There is no National Management Manual for prison resocialization (rehabilitation and correctional) programmes in Latvia. One of the aims of the European Social Fund project is to make the resocialization program implementation in Latvia's prison system more effective by finding out the experience of different countries and using this experience to develop a National Management Manual for the community and prisons.
We have written a report for our program work ("Principles of program work 2017-2019). In this paper we define the criteria for accredited programs and good practices and how to deliver them.

We have also made previously two other reports about delivering program work and defining accreditation criteria and procedure. All accredited programs and good practices programs have their own manuals that instruct these issues for each program but the quality and depth of these manuals varies too.

Is the manual/ handbook available publicly?Not at the moment. The principles and reports are written in Finnish only but we can give further information about them if necessary and it would be a good idea to translate them into English anyway.
Accreditation Manual of Standards (2009) https://www.gov.scot/Resource/Doc/282134/0085291.pdf The Scottish Advisory Panel for Offender Rehabilitation (SAPOR) is a non-core, non-regulated public body. This means that members are not considered to be formal Ministerial appointments. Panel members are drawn from both academic and practitioner backgrounds, reflecting the wide interest in offender rehabilitation in Scotland more widely. The Scottish Advisory Panel on Offender Rehabilitation (SAPOR) was set up in 2012 to replace the Scottish Accreditation Panel for Offender Programmes (SAPOP). SAPOR is jointly sponsored by the Scottish Prison Service (SPS) and the Scottish Government. SAPOP was abolished in 2010 because it was recognised that a wider advisory remit and broader professional membership would be more beneficial to sponsors. SAPOP's work focused solely on the accreditation of offender programmes and Interventions ('kite marking' offender rehabilitation programmes which met current professional standards). The overarching objective of SAPOR is to: "Work to reduce re-offending and support desistance by providing advice and approval, setting standards and promoting excellence in programmes, interventions and processes aimed at rehabilitating people who have offended and by encouraging properly evaluated innovation."

We do not have a National Management Manual. Norway made use of an Advisory Panel for the accreditation of behavioural programs from 2008-2015, but this was abolished. From 2015 the Correctional Service of Norway University College KRUS assesses applications for approval of programs on a yearly basis. There are a number of criteria that need to be met. The criteria are less strict than they were under the accreditation arrangement so that a broader span of measures and programs can be included and will be quality-controlled at a national level. As stated above, the assessment is carried out by KRUS and it includes in certain cases the implementation process and the delivery of the program. Staff training is provided for some of the programs by KRUS.

We don't have national manual but our prisons have their own manual/guide that includes principles and organizational agreements to carry out different programs.

Manuals also include prisoner's worksheets.

The Northern Ireland Prison Service delivers a number of offending behaviour programmes within the custodial environment. These are currently outlined in a Directory of Programmes. The Directory includes some basic information about the programme, who it is designed to be helpful for, duration and criteria for eligibility. The programmes delivered in the Northern Ireland prisons are those developed, approved and accredited through NOMS (National Offender Management Services) within HMPPS (Her Majesty’s Public Prison Service, England and Wales) and we have Agreements with them for the delivery of their programmes within our jurisdiction.

Rehabilitation programs for prisoners aimed at prevention and reduction of reoffending (Offender Behavior Programs) are traditionally implemented in Croatian prison system for several decades. In recent years a lot of effort was made to improve existing programs and to design new programs for specific groups of prisoners with common criminogenic risks and needs. These programs reflect contemporary knowledge and trends in offender rehabilitation. New programs were introduced such as social skills training, programs for violent offenders, for sex offenders and offenders in traffic, while already existing programs for drug and alcohol addicts were expanded and upgraded. Most of the new programs are based on cognitive-behavioral theory, they include Risk/Need/Responsivity concept and relapse prevention. As in Croatia there is no accreditation panel (or other official body for accreditation of the programs) Directorate for Prison System and Probation cooperates with relevant universities in the process of development, implementation, supervision and evaluation of the programs to ensure that quality standards are met. Currently there in the probation services is no national manual for managing effective accredited/non-accredited programs aimed at offender behavior in the community or prison. National guidelines are available to a certain measure with regards to drug treatment programs.

Programme delivery handbook (implementation, leading, staff training and prisoners' handbook)?Prisoners are referred to programs on the proposal of the Diagnostic Centre and/or prison’s expert team (consisted of psychologist, social pedagogue and social worker), based on the risk and needs assessment. If prisoner needs to be referred to a specific program to reduce his/her risk of reoffending, it must be clearly stated in his/her individual sentence plan. There is no universal manual which would comprehend all the programs, but each one has its own program delivery manual and addition manuals with theoretical basis and guidelines for program facilitators. Within the scope of performing probation tasks, offenders are referred to programs available within the local/regional communities. These are primarily programs for substance abuse treatment, psychosocial treatment for perpetrators of domestic violence and psychiatric treatment. Offenders are referred to programs in the community pursuant to the decision of the public prosecutor or court and based on the assessment of criminogenic risks and needs, a specific instrument applied by the probation service. When engaging offenders in necessary treatment programs the probation service cooperates closely with all providers in the community within the framework of the government as well as the non-government sector. The probation service is currently in the process of developing and introducing own programs for offenders of violence and sexual offenses, traffic offenses and programs primarily aimed at strengthening social skills of all offenders. For part of the programs intended to be implemented by the probation service, available are manuals produced within the framework of an EU project, training programs for the probation staff have been conducted and the same programs are in the piloting process which might have an impact on adjustment of the current manuals.

Is the manual/ handbook available publicly?Within the framework of the national project “Chance to Return”, we plan to create proposal of an accredited procedure system, respectively other form of standardization of the resocialization and social-intervention programs including proposal of the minimal quality standards of resocialization and edifying – learning programs This project (including also other activities) will be supported by the European Social Fund.
