There are no telephone terminals placed inside our detentions cells.
Pursuant to Section 1(1) of Executive Order no. 290 of 26 March 2012 on the Right to Have Telephone Conversations for Inmates Serving a Sentence of Imprisonment or in Safe Custody in the Institutions of the Prison and Probation Service (Telephone Order), inmates serving a sentence of imprisonment or safe custody are entitled, to the extent possible in practice, to have telephone conversations. The right to have telephone conversations may be refused if it is found necessary for reasons of order or security or in order to protect the victim of the offence, cf. Section 2 of the Executive Order. The Executive Order also contains rules concerning the opportunity for the inmates to be granted permission to install a private telephone in their own rooms. According to Section 6 of the Executive Order inmates in open prisons are entitled to have telephone conversations from coin or card telephones or similar equipment in the prison. Inmates in open prisons may however be granted permission to install a private telephone in their own room. The inmates’ right to have telephone conversations may also be implemented as a scheme under which the individual inmate rents a permanently installed mobile phone from the prison for use in his/her own room. According to Sections 10 and 18 of the Executive Order inmates in local prisons and inmates in closed prisons and in the Copenhagen Prisons cannot be granted permission to install a private telephone in their own rooms.
The National Offender Management Service (NOMS) is only responsible for all public and private prisons within England and Wales. The two establishments offering in-cell telephone facilities within the public sector estate are HMYOI Rochester and HMYOI Cookham Wood. All other public sector prisons operate a PIN phone telephone system which prisoners can access on the residential units and landings. Some of the contracted out prisons have in-cell phones however it is not known and we would not know who operates the system as this is down to the individual contractor.

Separate telephone sets are installed in all accommodation rooms of the preventive detention in the prison of Bautzen. Multimedia terminals including telephone function are installed in the detention cells of a new prison building in the prison of Waldheim. Further installations of telephone sets in detention cells are intended for the future.

Telephone terminals are not placed inside the detention cells. Telephone terminals are placed in common use premises.
Cells are not equipped with telephone terminals. Such terminals are installed in the kitchenette of every living unit (15 - 20 inmates).
There are no telephone terminals placed inside the detention cells in the prison system of Mecklenburg Western-Pomerania. The telephone terminals are placed on the floors of the detention houses and can be used by the prisoners during fixed times.
The Northern Ireland Prison Service currently has 20 in-cell telephones in operation.
The Directorate of Norwegian Correctional Service has understood the question as a request if there are telephones on the inside of the detention cells. In the Norwegian prison system there is no telephone terminals placed inside the detention cells. It is a calling system (ICOM) in all cells where inmates may come in contact with prison officers, but it's not possible to make telephone call from these devices. If the inmates in custody wish to make telephone calls, they have to do so through the phone boots provided in the units or from a designated telephone room in the unit. For Your information the Norwegian legislation is based on the following. Correctional Services shall monitor phone calls to and from prisoners in units with maximum security. Telephone calls to and from inmates in prison with a high security will also be monitored, but control may be omitted if security reasons do not say otherwise. Telephone calls to and from inmates in open prisons / semi-open prison and halfway houses should be monitors if it security reasons says so. Telephone calls to and from a lawyer and a public authority, including a diplomatic or consular agent can not be monitored, intercepted or recorded on tape. In units with maximum security and in prisons with high security making phone calls require aid from the staff. In prisons with low security there may be areas where the prison inmates can use the phone without asking employees in prison, i.e. phone boots.
