Dr. Michel Daccache is the chief of the Innovation Lab at the French Penitentiary Administration Directorate.

Michel Daccache is a highly experienced researcher and professional in the prison and correction field. He joined the French Ministry of Justice in 2016 as a technical expert to develop research and surveys on prisons and probation. In 2019, he became deputy chief and then chief of the Innovation Lab at the French Penitentiary Administration Directorate. In this position, his role is to promote best professional prison practice, sustainable development and innovation in prisons and probation services.

France has proven to be a prominent member of Europris and M. Daccache is willing to continue this commitment and to bring something new to the table relying on his background as a social scientist and his long-term experience in the penal field. His training in political science (Sciences Po Paris), his PhD in sociology, and his early career as a researcher prove relevant when it comes to understanding penal and prisons issues. M. Daccache has commissioned many surveys on key concerns such as mental health, radicalization and gender issues in detention.

In 2016, M. Daccache was designated scientific advisor to the committee responsible for the drafting of a white paper on prison real estate. Later on, as chief of the Innovation Lab, he contributed to introducing new technologies in correctional services. For example, he oversaw the introduction of virtual reality technology in the fields of supervision, offender’s rehabilitation and staff training. He is also responsible for the implementation of green policies in prisons and probation services, for example by promoting eco-friendly vocational programs for inmates.  In addition to that, he is in charge of the good practice policy implemented by the central administration, supervising the process of assessment and sharing of promising practices.


As a demonstration of his dedication, M. Daccache has taken an oath in court in 2023 to serve the French correctional and prison service. Applying the instructions enshrined in his mission statement letter, he is now fully committed to develop international networks. All these actions are in line with the objectives and values of Europris.
