How do inmates give feedback about their experiences?The prisons receive regularly unannounced visits from representatives of the Optional Protocol to the Convention against Torture and other Cruel Inhuman or Degrading Treatment or Punishment (OPCAT) embedded in the Ombudsman Board. During their visits they also speak to prisoners. Further, inmates have the possibility to send their requests or grievance to the Ombudsman Board, to the Ministry of Justice, etc.

Yes, partially. Prison administration do not conduct systematic evaluation of general satisfaction of prisoners with provided services, but conduct evaluation of satisfaction of the prisoners with special program treatment.

There are various ways the inmates can voice their opinion of the services provided. All inmates have a personal officer who they can raise different issues with. Inmates can also choose to raise the issue in the Contact Committee Meetings which they have with the Prison Governor on a regular basis. Most prisons also have an Independent Monitoring Board which the inmates can contact, or they can make a formal complaint to the Parliamentary Ombudsman. All statutory administrative orders may be challenged and inmates in the last instance have the right to get statutory administrative orders tried in the court system. The Correctional Service of Norway Staff Academy has also conducted some studies on how inmates view the service provided to them. In addition, some Governors have also conducted and evaluated surveys in "their" prison.

Yes, although the main focus is more about the culture of establishments than specific prison services. The National Offender Management Service, through the Measuring Quality of Prison Life (MQPL) team, administer a survey designed by the Prison Research Centre at The University of Cambridge. The survey is administered to a sample of about 100-120 prisoners within all individual prisons in England and Wales approximately every 30 months on a rolling programme. The survey is both voluntary and anonymous.
If yes, who is responsible for organising the evaluation process?The MQPL team organise the process on behalf of Commissioning Strategies Group, a part of NOMS.
How do inmates give feedback about their experiences?Participants complete the survey themselves or with help mainly within small groups organised by the MQPL team, who are independent of each prison. The survey consists of demographic questions and a series of statements where prisoners are asked to indicate on a five point scale how strongly they agree or disagree with statements about prison life. As well as completing the survey, the majority of respondents also participate in group discussions about their quality of life in prison. Results are analysed, quantitatively and qualitatively and feedback to prisons and NOMS in a report.

To date, there was no such a possibility for all the prisoners. We are just about to develop a questionnaire for a survey of all of the prisoners in our state. Last year a longitudinal evaluation of the department for social therapy started. In this context prisoners within the social therapy could give their opinion to some aspects of the prison services in this department.
If yes, who is responsible for organising the evaluation process?The survey with all of the prisoners is carried out by the Ministry of Justice of Mecklenburg-Western Pomerania, whereas the evaluation of the social therapy is a cooperation between the ministry and the University of Brunswick.
How do inmates give feedback about their experiences?The prisoners have different options to give feedback. They can contact the head of department, the prison administration, the Ministry of Justice and the petition committee. According to § 99 of the Prison Act of Mecklenburg-Western Pomerania the prisoners have to be enabled to form interest groups, that can submit matters of common interest to the institution. As part of the evaluation of the social therapy they could answer the – in most instances closed – questions.

Yes, evaluations are currently being undertaken across prisons. The first one was completed in Limerick prison

Each institution can establish an internal consultative body. This is not an evaluation body, as indicated in the question: detainees can give their opinion and make suggestions, but they are not supposed to evaluate the implemented policy.
