Introduction: It is widely known that the most popular prison drug are SCRAs. There is concern that the continuing use of SCRAs is causing potential secondary exposure to prison staff. Please find below questions as advised.
Staff experiencing symptoms of secondary exposure to SCRAs or other similar drugs is not an issue in Finland. There are no reported cases in the year 2021.
Is there an association with a particular drug?The most used drugs in Finland prisons are amfetamin, cannabis (not liquid form) and subutex (mainly pills), subutex being the most popular. No association to secondary exposure.
Is there any development of work to enable staff to provide information/support/guidance?No current development ongoing. There is information and guidance in the basic drug training for officers, which covers also the risk of secondary exposure to drugs and the procedures of handling these situations.
Is there any reported recommendations?No, not specific.
Have these recommendations been considered/achieved?Issue is not a current one in Finland and we truly hope that this phenomenon does not arise itself inside the prisons.
There is no record of such secondary exposure by prison staff.

Is there any development of work to enable staff to provide information/support/guidance?New psychoactive substances are a cause for concern. Our prison institution remains alert to possible warning signs.

In Latvia the drug SCRAs is not legal and is not used in the prison system. For this kind of issues in Latvian prison system is used opioid replacement treatment, but there have not been reports that it would cause potential secondary exposure to prison staff.
Is there an association with a particular drug?The most commonly used drugs for treatment in Latvian prisons is methadone, but there have been no reports of secondary exposure.
Is there any development of work to enable staff to provide information/support/guidance?There is guidance of basic drug training for officers and specific training for officers who work with prisoners in the Addiction Center. Latvian prison system follows the drug control recommendations.

The Corps of Prison and Court Guard (hereinafter only “the Corps”) has no records on illicit activities of inmates connected with SCRAs. At the same time, we have no records on cases of secondary intoxication of our prison staff when detecting illicit activities of inmates.

Is there any development of work to enable staff to provide information/support/guidance?Prison medical staff organize lectures on the topic of drug addictions not only for inmates, but within regular training activities also for the prison staff. In the field of the fight against drugs, the Corps also closely cooperates in the practice with the Presidium of the Police Force - Anti-drug Head Office, Criminalistic and Expertise Institute of the Police Force, District Headquarters of the Police Force and similar).
