Introduction: The Lithuanian Prison Department is seeking to ensure the successful reintegration of the ex-offenders into society by increasing their digital skills and improving inmate-staff communication, to reduce the number of paper documents or other physical services. We would like to explore the possibilities of digitising the daily services (e.g., paper documents, such as applications, complaints, control of daily routine, records of the inter-inmate communication analysis, etc.) in prisons and procedural documents-related processes. The Lithuanian Prison Department would appreciate the answers from EuroPris members to the following questions:

Do you use the software tools of the same producer? Which one? (Please, provide company contact, if possible).We have different providers. We are the owners and creators of most of the software.
How many different software tools do you use in the overall prison system (Accounting or Asset Accounting software excluded)?Around 20.
Are the software tools available in all prisons throughout the country on a single network or are they used locally in each prison?Yes, in all prisons in the network.
What daily services (or functions) for inmates do the software tools cover? (Please, provide a brief description).Mainly, deccission making documentation, communications with the outside, money services.
Are the software tools designed for staff-to-staff, or staff-to-inmate, or inmate-to-inmate?Staff to staff and staff to inmate.
Are the software tools compatible with other software systems of your country (e.g., centre of registers, courts, police, bank self-service systems, etc.)?Yes. There are connections with the Ministry of Justice, Post Offices, Judicial Authorities, banks, etc.
Are software applications (video systems, building (perimeter) security systems, electronic monitoring) integrated into a single system and can be managed by a single PC (sgl. user) in a single window by selecting the function (area) to be administered?Yes

Do you use the software tools of the same producer? Which one? (Please, provide company contact, if possible).We have different types of contracts and several companies as providers. Several systems are developed in collaboration with other agencies like education, welfare-services and health.

Are the software tools available in all prisons throughout the country on a single network or are they used locally in each prison?Yes, all prisons are connected in a network.
What daily services (or functions) for inmates do the software tools cover? (Please, provide a brief description).A digital platform for schools operating within the prison service. This shall enable the schools to fulfill their objective of providing training in line with the individual academic and digital competence targets and provide the inmates with digital skills , and also maintain security. For several years a software for the purpose of assess The newest built prison (Agder prison) has established digital solutions to provide inmate access to services from welfare agencies in the society, the tax administration home municipality and health services. There are also opportunities to communicate digitally with family and friends in the community- all in line with security procedures. The plan is to implement these kinds of digital tools to other high security prisons. Inmates are also able to make digital communication to the staff and administration of the prison concerning their needs and expectations. Body scanners have been installed in the reception and visitor areas, and a separate public portal has been established that will enable friends and family of inmates to apply for and book visits. Solutions have also been developed for smart cards, key cards and the issuing of electronic IDs for use with public services. In the probation service the convicted persons are able to communicate with smartphones for conversations and individual compulsory meetings as well as controlling conditions according to the individual sentence plan like drugtesting. This is very convenient in a country due to long distances and a challenging geography.

Are software applications (video systems, building (perimeter) security systems, electronic monitoring) integrated into a single system and can be managed by a single PC (sgl. user) in a single window by selecting the function (area) to be administered?Most systems are integrated into the use from a single PC-user. Some systems are separated to be used on selected hardware.
We are currently working to renew our OMS (Offender Management System), we’re in the analysis phase. About the services for inmates, we’re doing now a pilot in one of our prisons.

How many different software tools do you use in the overall prison system (Accounting or Asset Accounting software excluded)?Our main system is an OMS that is the main tool for the staff to manage the main processes in prisons. We’ve developed a system to provide some services for the inmates.
Are the software tools available in all prisons throughout the country on a single network or are they used locally in each prison?The OMS is available in all prisons, the services for the inmates will be too.
What daily services (or functions) for inmates do the software tools cover? (Please, provide a brief description).Video calls, access to criminal proceedings data, access to prison bank account data, and to do appointment requests with specialists (educator, psychologists and criminologists).
Are the software tools designed for staff-to-staff, or staff-to-inmate, or inmate-to-inmate?Some services are designed for staff-to-staff, and others for staff-to-inmate. We are working to provide video calls for inmate to inmate.
Are the software tools compatible with other software systems of your country (e.g., centre of registers, courts, police, bank self-service systems, etc.)?Not currently. We’re working in the new OMS system that will be compatible with police and courts systems.

The Prison National Offender Management Information system (NOMIS) is used to manage the prison and ensure prisoners attend appropriate services. We consider NOMIS to be a legacy system and are building new digital services in-house to replace it. Software services are used to help manage aspects of prisoner care, such as transactional services, that help prisoners manage aspects of their daily lives, such as ordering their canteen, topping up pinphone credit.

(Please, provide company contact, if possible).Software tools are provided from multiple providers, such as those who provide NOMIS and the prisoner-facing transactional services. All contracts are publicly findable using the Contract Finder service online. We have made a strategic decision to build our own software for the core functions of prisons and are making good progress in doing so with more than 20 products currently live. These are built according to Government Digital Service standards https://www.gov.uk/service-manual/service-standard
How many different software tools do you use in the overall prison system (Accounting or Asset Accounting software excluded)?Prison staff use a range of software tools, the primary ones being: NOMIS - case management system for prisons OASys - risk assessment system that is shared with probation Mercury - an intelligence management system We consider all of these systems legacy and are in the process of building our own digital services to replace them.
Are the software tools available in all prisons throughout the country on a single network or are they used locally in each prison?NOMIS, and related security tools, are used on a single secure network. The transactional services software is mostly available locally.
What daily services (or functions) for inmates do the software tools cover? (Please, provide a brief description).Transactional services allow prisoners to: ● Top up their pinphone credit ● Pre-order their meals to allow the kitchen staff to plan the purchase, preparation and delivery of meals ● Order provisions from the shop ● Communicate with prison staff and receive and respond to approved contacts outside the prison ● Submit applications to a part of the prison, such as for a healthcare appointment, information regarding their sentence or release dates.
Are the software tools designed for staff-to-staff, or staff-to-inmate, or inmate-to-inmate?The majority of the software tools are designed for staff-to-staff and staff-to-inmate with a limited number of tool designed for prisoners to communicate with family and friends in the community.
Are the software tools compatible with other software systems of your country (e.g., centre of registers, courts, police, bank self-service systems, etc.)?There is some interoperability through APIs
Are software applications (video systems, building (perimeter) security systems, electronic monitoring) integrated into a single system and can be managed by a single PC (sgl. user) in a single window by selecting the function (area) to be administered?Viewing of live and recorded CCTV is restricted to limited areas in the prison. Primary usage is from a single PC, but not necessarily in a single window - for instance there is separate software for CCTV pixilation/redaction etc.
