Introduction: The Prison Service of Catalonia is working to provide access to music for the inmates. We would like to know from other members, if prison inmates can listen to music from portable mp3 file players, or from other kind of solutions.
Yes, they can, specifically when they are serving the sentence to prison in the open-regime or the open prisons (so called, social insertion centers).
Can prison inmates listen to music with other portable devices (not mp3 players)?In social insertion centers (open prisons), inmates can have not only smartphones with internet connection, but also devices aimed at listening to music and so on. This is not possible in ordinary prisons, but the open one supports the confidence and the serving of the sentence in community.
Can prison inmates listen to music through computers?It is not usual to listen to music through computers. Nowadays, modern technology is available in open prisons (unlike ordinary prisons), so the main use to listen to music and to be online, comes from the use of such devices.

Latvian Prison Administration (hereinafter – LPA) informs that, in accordance with the Sentence Execution Code of Latvia, convicted persons may use personal TV sets and transistor radios (without voice recording functionality) in prisons and also other personal household appliances to the extent, at the time and in accordance with the procedures laid down in the internal rules of procedure of the prison. The Law on the Procedures for Holding under Arrest determines that an arrested person has the right to use personal small-scale household appliances – TV set and the video games to be connected thereto as well as transistor radio (without the possibility of voice recording). In accordance with the Sentence Execution Code of Latvia, with the permission of the head of the prison, convicted persons serving their sentence in open prisons are also allowed to keep personal computer hardware with Internet access, if it is needed to ensure completion of education or employment of the convicted person, and also a personal mobile phone. Thus, in accordance with normative acts, prisoners have no right to receive and store portable mp3 players in prison.

MP3 players are only allowed in open prisons. Inmates with access to a computer can download music if they have a personal agreement with a music provider.

No, inmates can´t listen to music from portable MP3 file players in Estonian prisons. They can listen to the music from radio and TV.

Can prison inmates listen to music through computers?No, they can´t. During school lessons or in social programmes, inmates can listen to music and watch various films on CD/DVD or in the internet. Estonian law allows the use of devices for educational purposes only. At the moment, inmates themselves don’t have any access to computers or the internet. Therfore, only teachers, social workers or other prison staff can use the Internet and provide access. For example, during an Estonian language course they watch a film about Estonian history.
There is currently no allowance on the national facilities list to allow for portable MP3 file players. The facilities list disallows desktop music players that contain a hard drive to allow for the storage and playing of MP3 or similar files.

Can prison inmates listen to music through computers?The National Prison Radio station is available to stream on the “Launchpad” in cell technology where available. This is the only music content available via this means and is licenced by PPL UK.
An inmate may listen to music during serving pre-trial detention or prison sentence only from a radio receiver authorised by the prison governor. This does not include any streaming music or music downloaded from the internet, but it is a music broadcasted by the state radio or commercial radio channels. The exception is the authorisation of the inmate’s own audio player, including the relevant media, for the purpose of individual edification and education, however provided that this device does not allow for audio or other recording. Given that this is to enable individual edification and education, the inmate does not listen to commercial music through the player, but uses it to study educational texts or to listen to relaxation texts and relaxation music. The prison governor may also authorize the inmate to use a medium containing an instructional or educational video documentary or a medium containing other multimedia content intended for education and edification via the prison personal computer. The control of the content of the authorised media shall be ensured by a case manager or another member of the prison staff designated by the prison governor.
