No, there was no amnesty granted to prisoners during the past 5 years. The last Amnesty took place in 1995.

During the last 5 years approximately 6 inmates serving thier sentences have been granted amnesty.

Special Remarks or CommentsPlease be informed that: Amnesty is a law passed by the Saeima of the Republic of Latvia and announced by the President of the Republic of Latvia. According to it certain categories of convicted persons can be fully or partially freed from their sentence or it can be replaced by a softer punishment. According to the Amnesty law, criminal cases against persons who have not been convicted yet for their crimes (such crimes are noted in the Amnesty law) can be dropped or not proceed to court. Amnesty law can acknowledge persons, who have served their sentence or have been released from it, as without criminal record. Persons are not mentioned individually in the amnesty act – this is where amnesty differs from clemency. Clemency is, according to the Section 1 of the Clemency law, a full or partial release from criminal sentence of a convicted person, softening of the sentence or expunging of the criminal record that is done by the President of the Republic of Latvia. The last amnesty law was passed on November 20, 1997 and on December 5, 1997 previously mentioned law was announced by the President of the Republic of Latvia. From 2012 until August 1, 2015 62 convicted persons have been granted clemencies by the Clemency acts of the President of the Republic of Latvia. In 2012 17 persons benefited from clemency (8 men were granted full clemency, 8 men were granted partial clemency, 1 woman was granted partial clemency). In 2013 17 persons benefited from clemency (9 men were granted full clemency, 7 men were granted partial clemency, 1 woman was granted full clemency). In 2014 19 persons benefited from clemency (10 men were granted full clemency, 9 men were granted partial clemency). In 2015 9 persons benefited from clemency (2 men were granted full clemency, 7 men were granted partial clemency). Out of 62 persons that received clemency (since 2012), 5 persons (8.06%) returned back to prison.

No - There has been no amnesty granted to any prisoners within the Scottish Prison Service during the past 5 years.
