Civil servants´ status
None of the above. The Norwegian Correctional Service is organized after “the import model'. This means that prisons do not have their own staff delivering for example clerical, medical, educational, employment, social or library services. These services are imported from the local community. For example: Teachers who teach in prisons are paid and hired by the school authorities, not the correctional service. The responsibility of the Correctional Service in providing these types of services is regulated through the Execution of Sentences Act § 4 (Administrative cooperation). It states that: "Correctional Services shall by engaging in cooperation with other public services arrange for convicted persons and persons in custody on remand to receive the services to which they are statutorily entitled. Such cooperation shall lead to a coordinated effort to supply the needs of convicted persons and persons in custody on remand and to assist them to adjust to society". It is, however, important to note that the notion of reintegration is present throughout the Correctional Service, and that our highly qualified prison officers, workshop overseers, reintegration coordinators etc. therefore play an important part in the reintegration process. The goal of the Norwegian Correctional Service is that offenders will choose a life free of crime after completing their sentence.

They are employed by the governmental organization which provides the service in question (school, employment office, hospital etc).

Employees of the prison system and paid from budgetary funds. Regarding educators, only the educators in Cesis correctional institution for juveniles are paid from the Latvian Prison Administration budgetary funds.
Please, indicate the manner of regulating the employment legal framework at the prison system level, concerning staff carrying out activities in the field of social reintegration.According with Section 10 of The Sentence Execution Code of Latvia “The society shall participate in resocialisation of convicted persons in accordance with the type and scope laid down in this Code and other laws and regulations.” However, the aim of the Volunteering Law is to promote volunteering and to encourage public participation in volunteer work.
Predominantly civil servants of the penal system as well as of the social services are operating. They are supported by employees of private agencies.

The hierarchy, structure, obligations and jurisdiction of the bodies is governed by their Organizational and Operational rules.
a) Employees of the prison system and paid from budgetary funds; b) Employees of non-governmental organizations and are paid from extra budgetary funds; c) Both employees of the penitentiary system, paid from budgetary funds, as well as employees of non- governmental organizations paid from extra budgetary funds; In the Albania penitentiary system, the staff members involved in social reintegration activities-educators, psychologists and social workers-are employees of the prison system and paid from budgetary funds.

Their employment is regulated by the Labour Code. The application and competition procedures are regulated by orders/ instructions of the General Director of Prisons. Psychologists and social workers at the central level, in the General Directorate of Prisons, are employed according to the law No. 152/2013 “On the civil servants”.

All the persons that participate in the socio-educative and reinsertion activity are either contractual or volunteers. The contractual persons are remunerated from the state budget.
Please, indicate the manner of regulating the employment legal framework at the prison system level, concerning staff carrying out activities in the field of social reintegration.There are two categories of persons that exercise a reinsertion mission: - either the persons are remunerated and become contractual (social worker, psychologist, sport teacher) - either the persons are volunteers and have the statute of visitor in prison.
The people providing such services are a combination of 1. employees of the Irish Prison Sevice, paid out of Ministry of Justice funds; 2. employees of state education services paid for from Ministry of Education funds; and, 3. employees of non-governmental organisations paid for out of Ministry of Justice funds

The services provided by non-governmental organisations are generally subject to Service level Agreements
Educators, social workers and a part of psychologists are employees of the Ministry of Justice. These specialists can also be hired on a daily basis and remunerated as self-employed workers, in accordance with art. 80 of the Penitentiary Act. The mentioned article provides that: "1. In each penal institution for adults, educators for adults and social workers from the Probation Service Centres provided for by article 72 shall work, apart from the personnel provided for by the current legislation. 2. The Penitentiary Administration may avail itself, for the performance of treatment and observation activities, of day workers, within the limits to be annually agreed with the Ministry of Treasury. 3. Day workers shall receive the same salary, per working day as the corresponding nominated staff. 4. To perform observation and treatment activities, the penitentiary Administration may avail itself of the professional assistance of experts in psychology, social work, pedagogy, psychiatry and clinical criminology who will receive a fee in proportion to the service provided". In both cases, the staff is paid from state budget funds.

In the prison system in the Republic of Croatia, officials working on social reintegration of prisoners are employees of the Prison Administration paid from the state budget.
Please, indicate the manner of regulating the employment legal framework at the prison system level, concerning staff carrying out activities in the field of social reintegration.In accordance with Art. 35 of The Law of the enforcement of prison sentence("Official Gazette", No. 190 / 03- revised text, 76/07., 27/08., 83/09., 18/11., 48/11., 125/11 ., 56/13, and 150/13.) in the Department of treatment in accordance with the work programs will be provided the necessary number of specialists: social workers, social pedagogues, doctors, psychologists, teachers and teachers.

Staff employed by one of our governmental or non-governmental partners as an import model must observe the rules or requirements written in the signed contract between The Danish Prison and Probation Service and the company in question. These rules and requirements may vary depending on the nature of the project and the level of security of the institution in question amongst other things.
