Introduction: The Immunity Unit, established at the Prison Department of Lithuania, is the subject of criminal intelligence, and carries out official inspections and pre-trial investigations as well as corruption prevention in the Lithuanian penitentiary system. The Unit is interested in foreign experience which would facilitate them to find better solutions regarding structure and management of the Unit.

The National Offender Management Service (NOMS) does have an administrative unit responsible for all official NOMS enquiries. They will allocate the query to the appropriate policy lead within NOMS. All cases concerning prison staff of a non-criminal nature will be investigated at a local level by the prison concerned. Those of a criminal nature are referred to the police.
Does your prison service have an administrative unit responsible for corruption prevention and investigation of corruption related crimes?NOMS has an administrative unit responsible for corruption prevention matters. The Unit is called the Corruption Prevention Unit (CPU) and assesses the risk posed by staff corruption across the whole of NOMS at a national operational level. The CPU acts as an intelligence hub through which all corruption intelligence is passed between prisons and the police, and ensures a full and accurate strategic analysis of the level, location and nature of corruption across the NOMS prison estate. CPU also manages and tasks a network of Regional Corruption Prevention Managers (RCPMs) with responsibility for supporting and coordinating corruption prevention activity at a regional level. The CPU staffing levels consist of – one Senior Manager, one Manager, one police officer at the rank of Detective Chief Inspector and seven caseworkers. The CPU reports to the Head of Security Group within NOMS. Matters of a criminal nature are investigated by the police.
Is the unit based at the headquarters or is it also based in prisons?The CPU is based at NOMS Headquarters – where matters are dealt with at a national level. RCPMs are also placed regionally and locally to assist with corruption matters.
Is the administrative unit delegated the function of criminal intelligence?Criminal intelligence will come into the CPU but any criminal investigation will be undertaken by the police.

At the Latvian Prison Administration central board, under direct control of the Director General of the Latvian Prison Administration, there are Investigation Department. This department carries out investigations of all criminal offences committed by the staff of Latvian Prison Administration and places of imprisonment, as well as imprisoned persons. Except: criminal offences regarding violence against imprisoned persons, if they are committed by staff. The department reports to Director General. In the department there are 12 officers.

A Conduct Investigation Unit was set up by SPS in 2010 to investigate all allegations of gross misconduct made against SPS staff. The CIU has 3 investigation managers and one administrator. CIU publishes annual reports concerning the staffing, role and remit of the Unit, as well as statistics related to the number of investigations and their conclusions. CIU makes no recommendations regarding potential disciplinary action taken as a result of a report and on submission of the report takes no further role in the process. The allegation of a criminal offence against an member of SPS staff is a separate matter and would be investigated by Police Scotland in the normal manner. The SPS Code of Conduct procedures may run in tandem with any criminal proceedings. Where appropriate, management may await the outcome of any criminal proceedings before making a decision.

Official enquiries concerning administrative law are carried out by the Integrity bureau, Pre-trail investigations concerning penal law are carried out by the National Police (under authority of a public prosecutor).

The prison service has a variety of instruments and facilities to increase the integrity, security and reliability of employees and work processes. One them is the Integrity Bureau (Bureau Integriteit). The Integrity Bureau has an independent position within the prison service. Integrity Bureau tasks include: • Registration of integrity violations; • Conducting investigations; • Drafting reports; • Reporting to the police when penal law breaches are at stake ; • Advising the management on integrity issues. • (integrity) training, policy advice and (trend) analyses Management has the mandatory task to report integrity breaches to the Integrity Bureau. Individual employees can also report an (alleged) integrity violation to the Integrity Bureau. The Integrity Bureau registers all (known) integrity violation and the way they were settled. The Integrity Bureau reports to the chief executive of the prison service. Staff:1 director, 1 research coordinator/researcher, 9 researchers"
Is the unit based at the headquarters or is it also based in prisons?The Integrity Bureau is organisationally part of the headquarters of the prison service. Physically, the agency is housed elsewhere to protect the privacy of visitors ('suspects' and 'witnesses').
Is the administrative unit delegated the function of criminal intelligence?There’s a specialised unit for prison intelligence called GRIP (Gedetineerden Recherche Infomatiepunt, which loosely translates as Inmates Investigation Informationpoint). GRIP is a part of the National Police and works under authority of the Public Prosecution Service. The goal of GRIP is to optimize cooperation between the Public Prosecution Service, the police and the prison service by enhancing and channelling the information exchange in the context of maintaining order and security in the custodial institutions. GRIP serves as a central information hub between the police and the prisons. By doing this GRIP acquires insight into the background of inmates (particularly high risk inmates)."
