If yes, what kind of equipment is used (brand and model)?Point Source RF Jamming signal generators are used to block the downlink signals from the public mobile phone networks on both 2G GSM and 3G UMTS technologies. 4G jamming as available however not yet approved by OFCOM in the UK. Brand and Model number is commercially sensitive and cannot be provided.

If yes, what kind of equipment is used (brand and model)?Blocking in the UK refers to RF Jamming as answered in the previous question. For completeness however the SPS also deploys 'Managed Access Systems' where Grabbing technology works by emulating the external mobile phone network. The phones are invited to communicate with our virtual network and in doing so, the SPS system grabs the call/text attempt but does not pass on to the public network.Brand and Model number is commercially sensitive and cannot be provided.

If you have used any of the above mentioned items, have they fulfilled the purpose and prevented all use of cell phones among inmates?The installed systems meet all the requirements of preventing the use of mobile phones in the prisons where the systems provide coverage however over time the prison population responded with various countermeasures in attempts to defeat our systems. Some have been successful on occasion.

(NB. the airport is just a few miles away and our jamming signals disturbed e.g. the airport communication)

What kind?We don not use any electronic IT tools. The security check performed during entry and leave is supported by electronic security tools (static and handheld metal detectors, surveillance devices) and - among other tasks - aimed at preventing the smuggling of cell phones and their parts and accessories to and from the prison.

What kind?For us inhibition of cell phones is still a desideratum, as well as the detection of mobile telephony. Nowadays in Catalonia isn't planned any action in this direction. Regarding inhibition, years ago a study was done to apply it to a prison centre and costs were very expensive and also greatly affected adjacent areas. It was left. Surely technology has advanced so much and the cost should be lower, but for now it’s not included on the Department of Justice agenda. Nevertheless we are very interested in the experiences of other countries.

If yes, what kind of equipment is used (brand and model)?Previously we used Belgian company “ISDG” equipment for cell phone jamming; however, as they were low quality (uneven coverage, also jamming cell phones outside the territory of the prison) it was decided to terminate the use of this equipment. At the moment, there are ongoing proceedings with the previously mentioned company regarding the second instance about recognizing the contract as null and void and about the payment for damages caused.

What kind?The Security Department of the Latvian Prison Administration is regularly carrying out market monitoring in the Baltic States. Different foreign companies are interviewed with the goal to find appropriate equipment for finding and blocking cell phones. Some equipment is being tested that allows to find cell phones; however, whether it is due to limited functionality or high price for now technical solution for this problem has not been found.
