Introduction: Danish Prison and Probation service has an urgent need for action against mobile phones in prisons, and would in this context like to hear about the experiences of other countries and how you deal with the cell phone challenges.We are aware that similar questions have been asked recently. However, our Ministry of Justice would like to have a completely updated study, because we must decide on the choice of technical solution this summer in order to prevent cell phones in our institutions.

As part of the ‘disrupt’ element of the National Offender Management Service (NOMS) strategy, a range of mobile signal denial technology have been trialled and installed in a number of Prisons. The trials demonstrated that the equipment is capable of denying signals to illicit mobile phones within the prison perimeter as required by law and Ofcom regulations. Coverage is not 100% and realistic expectations would be between 90-95% given that it is extremely hard to control radio frequencies which are impacted by a number of factors, including, fabric and layout of each establishment, its location and even the weather.
Do jamming signals disturb areas outside the prison facilities?NOMS has legislation (Prisons (Interference with Wireless Telegraphy Act) 2012) and a Memorandum of Understanding with our Mobile Network Operators(MNOs) which prohibits us from leaking beyond the perimeter wall.
Is mobile blocking systems used in your facilities (Distributed Antenna System).Our second generation blocking solution utilises a DAS. It is important that the DAS is suitably complex with multiple localised antennas. As stated above we are not allowed to leak beyond the perimeter wall.
Do you use any kind of cell phone detection systems in order to locate cell phones among the inmates?A range of technology is utilised by prisons to strengthen searching and security, including portable mobile phone signal detectors, Body Orifice Security Scanners (BOSS chairs), high sensitivity metal detecting wands and a mobile phone hardware detection pole.
If yes, what kind of equipment, does it only detect the cell phones, or is it able to jam the phone signals as well?See above. The equipment detailed does not block mobile phones. All our equipment is tested prior to going into the operational field and to ensure that it is compliant and fit for purpose. BOSS Chairs (Body Orifice Security Scanner) – non intrusive scanning system within a moulded chair. Sensors are contained within the chair for the back, seat and shin. Detects metallic objects concealed within body orifices including mobiles and weapons. Hand held High Sensitivity Metal Detector Wands – these work in the same way as ordinary metal detector wands but are of a higher sensitivity that can detect internally concealed metal objects, ie phones. Mobile phone signal detection equipment – portable devices detect 2G, 3G & 4G mobile phone signals and trigger an alarm (visual / audio / vibrate). Include indications on signal strength and type of signal (ie SIM/ call/ text). Mobile Phone Hardware Detection Pole • Portable walk by detector for internal and external* use. (*With waterproof IP 54 rated cover). • Detects the magnets (ferrous) components within the mobile. • Mobile does not need to be switched on to be detected. • Can detect internally concealed mobiles. • Mains or battery operated. NOMS tested the hardware detection pole for the sole use of detecting mobile phones, it has not been tested for the detection of additional contraband.

Currently there are no active phone jamming devices in correctional facilities. However, in the project of the new Liepaja prison wire gaze will be installed in the walls (in concrete). It will jam the phone connection in the inmate living space. Currently the State police is using this kind of passive jamming method in a part of their short-term detention isolator cells.

Do you use any other equipment for cell phone detection in your facilities?Previously as a trial mobile phone signal detector Law Mate MD-40 was used in order to identify mobile phones. It worked by finding the frequency and strength of the signal of the mobile device. With this detector it was possible to find the rough location of mobile phone (the phone had to be turned on) or confiscate mobile phone when an inmate was calling someone from it.
