Introduction: We are looking to gather details on which Command & Control software applications are being used by other prison services to support the effective management of critical incidents such as mass riots, hostage taking, concerted indiscipline and such like. In Scotland we use the Atlas Operations system (http://www.ultra-ccs.com/uldata/file/Atlas%20OPS(Draft2).pdf), which provides an interactive mapping view of prison blueprints, allowing us to track and monitor individuals and activities within a given area, and an electronic log for real-time communications.
In most of our locations the TETRA system is in use for management of critical incidents. At one of those prison locations also BOSCH Security Escort System is in use and in the other location “Guard protection and locator system inside building” by Dat-Con is operating. In both those cases belonging Software is applied and prison guards have Personal Transmitters as part of their equipment.

Specific software other than what is available through Microsoft Office, dedicated Smartboard software and Videolink. We use a combination of desk telephones and mobile telephones and encrypted devices (Brent) depending on the level of security required. The Incident Line and Gold Command Suite desk-phones run on a separate PBX system with a UPS support. They are recorded on a basement server for evidential purposes. We run AMPED FIVE and IKENA video enhancement software. We run VPC Sonic Wall Global Client streaming software. We run Bridget Conferencing Software on the Smartboard (128 bit Encrypted). We run Polycom Videolink system/machine. We use a Brent Fax/Telephone system. We have an Airwaves radio system basestation.

In cases of critical incidents the alarm can be rung by either pushing a button on the wall or accessing one’s portable alarm device. The alarms are shown in the central monitoring room on a screen. On the screen one can see who sends the alarm and where it is from. Security camera streams a video from the location of the incident that is automatically saved and shown in the central monitoring room. In Finnish prisons we use TETRA mobile radio system in case of critical incidents which is also used by other authorities .
