What is your policy on entering external staff or people with a mobile phone?Circular 2/2008 on the control systems of personnel authorized to access prisons establish, based on article 51.1 of the Prison Regulations, the express prohibition to enter "devices intended for communication and its components, including among others, computers, PDAs, recorders, cameras or mobile phones. " The same circular states that prison staff can only enter "the necessary elements for the development of their work as well as essential objects for personal use" "If someone bring an object considered forbidden inside, it will remain placed at the entrance during the visit"
The use (or wearing) by SPS staff or external staff or visitors to prisons of a personal communication device (PCD) such as a mobile telephone or any other portable electronic device capable of transmitting or receiving a communication, e.g. an I-Watch, is not permitted within the custodial setting.
What is your policy on entering external staff or people with a mobile phone?External professional staff and other visitors to prisons in possession of a personal communication device (PCD) such as a mobile telephone are required to leave the device in a secure locker at gate reception. The device can be uplifted on exiting the establishment.
There are no restrictions regarding the staff, visitors or external employees.
What is your policy on entering external staff or people with a mobile phone?The prison staff can use both personal and work phones at work. Visitors leave their personal items in a locker in the prison. In closed prisons, the prisoners are not allowed to have mobile phones in their possession.

Imprisonment place staff members during their service and work duties cannot bring in, use and keep in imprisonment places means of communication (mobile phones). The exception being persons specifically noted in orders issued by the Latvian Prison Administration, as well as persons noted in orders issued by the head of imprisonment place who objectively need to use mobile phone to carry out their service and work duties in imprisonment places. Because Iwatch is an accessory of mobile phone, it is also prohibited in imprisonment places.
What is your policy on entering external staff or people with a mobile phone?Due to the fact that mobile phones are prohibited in imprisonment places, both external service providers and visitors are not allowed to bring mobile phones into imprisonment places.
The use of electronic devices within prions is regulated through a circular published in 2015 by the Directorate of Norwegian Correctional Service (KDI 6-2015, not available in English). The general rule is that it is prohibited to bring or use mobile phones, laptops or other electronic devices into prisons. This restriction applies to inmates, staff and all visitors. There are, however, exceptions. Telephones If the purpose of a visit requires them to bring a mobile phone, employees with the Correctional Service may acquire permission to do so from the director at the regional level. The Governor of the prison may also grant visitors - such as legal or diplomatic representatives and other public authorities - permission to bring and use a mobile phone in prison. There must be special circumstances in order to obtain such a permit, and the permit is only valid for one visit. The visitor is not under any circumstances allowed to use the phone in visiting rooms or in immediate vicinity to inmates. Laptops Employees with the Correctional Service who are equipped with laptops are allowed to bring them into prisons when required. The Governor of a prison may grant permission for members of certain occupational groups to bring laptops. Such a permission will only be granted if the purpose of the visit requires them to bring the device. Examples of occupational groups which may be granted permission are lawyers, public prosecutors and police, employees with the Norwegian Labour and Welfare Administration and the Parliamentary Ombudsman. In such cases, the laptops are required to be without a Sim Card, and the visitors are not allowed to connect to the Internet.

The Irish Prison Service do not have a policy specific to the wearing of I-watches, however both staff, prisoners, private and professional visitors are prohibited from bringing a mobile phone, SIM cards and any other electronic devise into a closed prison. Approval may be given in exceptional circumstances by the Governor in charge of Operational Security in consultation with the Prison Governor.
What is your policy on entering external staff or people with a mobile phone?Section 36 of the Prisons Act 2007, which was brought into operation on 1 May, 2007, makes it an offence for prisoners to have unauthorised possession of or use of mobile telecommunication devices. Under the Act it is also an offence to supply such a device to a prisoner. The penalties for such an offence, on summary conviction, include a fine not exceeding €5,000 or imprisonment for a term not exceeding 12 months or both, and on conviction on indictment, to a fine not exceeding €10,000 or imprisonment for a term not exceeding 5 years or both. It is Irish Prison Service policy to report seizures of mobile phones to An Garda Siochana (Irish police force). All persons entering a closed prison are subject to a security screening check similar to airport security.
