Introduction: The Austrian Federal Ministry for Constitution, Reform, Regulation and Justice is planning a new design of vehicles which would enable a more efficient (number of security staff) and secure („cells/compartments“ in the vehicle) way of prisoner transportation. Therefore the service is interested in existing best solutions/state of the art of such vehicles in the member states.

In use for the prisoners transportation in Mecklenburg-Western Pomerania are minivans or light commercial vehicles (e.g. VW Transporter or Mercedes-Benz V-Class) for transports up to 2 prisoners at once and furthermore one big transport bus with seats for up to 30 prisoners.
Which driving license class is required?For the minivans/light commercial vehicles staff drivers must be in possession of a valid driving licence of category B. For the bus a valid driving licence of category C is neccessary.

1. HMPPS operate a cellular vehicle fleet with varying numbers of cells per vehicle and varying escort to prisoner ratios. The escort ratio is dependent upon the classification of prisoner under transportation and the applicable risk assessment in place. In general; 2/3 cell vehicles operate on a vehicle of 3500Kgs GVM(Gross Vehicle Mass) 4 to 6 cell vehicles can be accommodated on a vehicle of around 5000Kgs GVM 8 and 10 cell vehicles can be accommodated in a vehicle of around 7500 GVM
Which driving license class is required?2. Dependent upon total seating capacity the vehicles will be either; B licence class for vehicles up to 3500Kgs GVM and under 9 seats C1 licence class for vehicles over 3500Kgs GVM and under 7500Kgs GVM that have less than 9 seats including the driver Or D1 licence class for vehicles over 3500Kgs GVM and under 7500Kgs GVM and more than 9 seats

The Correctional Service in Norway has different light vehicles in use, all of them with maximum 8 seats (in addition to the driver) and maximum 3500 Kgs (Gross Vehicle Mass).
Which driving license class is required?For the cars used drivers must be in possession of a valid B license class.

According with Section 10 Part 8 of the law On Police, In accordance with the tasks set for the police, the basic duties of a police officer, in conformity with the competence of the service, are to guard, convey and keep in custody arrested and detained persons, and within the scope of his or her competence to execute criminal sentences and administrative sanctions, as well as to convey and guard persons sentenced to deprivation of liberty in the performance of investigatory activities in relation to the adjudication of matters in a court and between places of imprisonment. In addition, according with Section 22 Part 1 Clause 8 of the Prisons Administration Law, an official, in performing service tasks, has the right and duty to carry out the transportation of prisoners to a treatment facility outside imprisonment place to receive healthcare services and to guard the prisoner while receiving the services; while taking into account Cabinet Regulation No.497, Adopted 25 August 2015 "Regulations for guarding inmates or detainees receiving healthcare service in a treatment facility outside imprisonment place". For prisoner transfer to treatment facilities we use minibuses, which according with normative acts have received the status of operational vehicle. Latvian Prison Administration has 6 minibuses, out of which 2 minibuses are with 8 seats, 3 minibuses are with 4 seats, and 1 minibus is specifically equipped for gurneys and wheelchairs.
Which driving license class is required?For transporting 4 prisoners the required license class is B and for transporting 8 prisoners the required license class is D.
Do you use special vehicles (armored, ...) for security transfers with prisoners detained for terrorist offenses?The previously mentioned minibuses are intended for all prisoners, without separating them by category of danger. The exception – cases when the prison administration may increase the number of guards in the security group.
Does your penitentiary system use vehicles with their own compartments ("cells", mechanical/physical separation between officers and inmate) for prisoners?All previously mentioned minibuses are equipped like a special isolator with compartments for prisoners – two or four persons and in these compartments there is a bench for two people. In addition, special minibus for one disabled person or prisoner that needs to stay lying down. At the same time, in the minibuses there are seats meant for the officers of the security group. Operational vehicles of the Latvian Prison Administration are built and equipped by analogy with the operational vehicles of the State Police and Municipal Police.

Directorate for Prison System and Probation uses for transportation of the prisoners vans, transporters and personal vehicels. These vehicles can be specially transformed as special vehicles for the transportation of prisoners and can also be used as standard vehicles (without transformation).
Which driving license class is required?For the purpose of the prisoners transportation, vehicles used by all officers with a B category driving license are: personal vehicles, vehicles with a carrying capacity not exceeding 3.5 t and no more than 8 + 1 persons.
Do you use special vehicles (armored, ...) for security transfers with prisoners detained for terrorist offenses?Special vehicles for the transportation of prisoners are specially processed to meet the safety standards for the transport of prisoners, but we do not possess specially-shielded anti-aircraft vehicles.
Does your penitentiary system use vehicles with their own compartments ("cells", mechanical/physical separation between officers and inmate) for prisoners?Special vehicles for the transportation of prisoners are processed in such a way that prisoners are placed in an area that is physically separated from the judicial police officer, and that space is arranged in such a way to prevent access from detainees to officials during driving and to prevent a possible escape attempt.
Escorts/transportation of prisoners is carried out by a separate institution – Public Security Service. Penitentiary officers escort/transport prisoners only to the public healthcare institutions. Type of vehicles – M1 class minibus with a driver’s place separated from the cabin.

The Hungarian Prison Service uses vehicles in category M1 and N1 (minibuses and vans) with low capacity for transport of detainees (4 detainees + security personnel), and armored vehicles of category M1 and N2. For transport of bigger groups 25-43 persons + security personnel we use vehicles of large capacity in category M3.
Which driving license class is required?For low-capacity vehicles, category "B" for armored vehicles, category "C" for mid-range vehicles and for high-capacity vehicles, category D driving licenses are required. For all vehicles using distinctive signs the driver needs to obtain a certificate of competences.

The vehicles used for the transportation of prisoners are those ones supplied to the several Groups of Transfers and Escorts established in various prisons throughout Italy. Those means vary, according to the type of transport to be carried out. In case of road transfers, motor vehicles shall be used owned by the Corps of the Penitentiary Police. In case of railway transfers, recourse will be made to railroad means dedicated to the transport of prisoners or to ordinary wagon rails, subject to agreement or conventions undersigned with railroad authorities. Transfers by sea or waterways usually occur by scheduled boat trips or, exceptionally, by boats of the Corps of Penitentiary Police. Where the transfer is to be made by airplane, we usually use civilian scheduled flights; we also use charter civilian flights or aircraft owned by the Finance Police (Guardia di Finanza).
Which driving license class is required?The staff driving road vehicles of the Penitentiary Administration shall have service driving license, as provided for by the Italian law (Article 73 of the Decree of the President of the Republic 82/99). Such licenses are issued by the Department of Penitentiary Administration to the Penitentiary Police officers who attended a specific training course and passed the relevant exam

In case those vehicles are not available, non-armored vehicles are used, with the support of another vehicle.
