Introduction: The Hungarian Prison Service would like to get to know the practices followed by its foreign partners on using door plates within prisons to identify prisoners within a given cell. The Service is aware of the fact that there are several methods that can be used for this end, so in order to receive a general concept about the practices used by other services, they would like you to answer the following questions:
Cards are displayed on the wall outside each cell with the names and basic information about the prisoner(s) located there.

In Norway we have no nameplates/QR-codes or else outside the cell displaying the name of the prisoner.
What kind of prisoner-related information are you authorized to display on them (e.g. name, felony, security class, medical requirements etc.).If there is information displayed outside the cell that will be information regarding: - Whether the inmate is convicted or in custody. (In Norway we have prisons with both groups in the same part of the prison.) If the inmate is in custody the sign may also say something about court ordered restrictions for the inmate. - Whether there are specific considerations to be taken, for example allergy.

In prison blocks with a regime where prisoners stay in cells and cannot move around the hallways by themselves, by the door of a cell there is installed a nameplate with the name of the prisoner(s) (full name or initial of first name and full surname). This nameplate must be covered so that the information could not be read by the prisoners that officers are escorting through the hallway. In the prison blocks with more open regime (prisoners can move around a set area outside their cell during the time noted in their daily agenda) nameplate with the name of the prisoner (full name or initial of first name and full surname) can be installed by the door of the cell, by the bed or bedside table.
What kind of prisoner-related information are you authorized to display on them (e.g. name, felony, security class, medical requirements etc.).Normative acts do not state what information can be displayed by the door of a cell; however, from the personal data protection regulations it follows that it is allowed to display the minimum information necessary. For example, on the nameplates in clear view it is allowed to display the name (full name or initial of first name and full surname) and information about the person who is the person on duty for that cell; however, on the covered nameplates other information necessary for officers can be displayed – level of sentence execution regime, placement date, if in the cell there is a knife for cutting food items, if in the cell there are electrical appliances (television, fridge, etc.).

Do you have any legislation in effect that regulates the content of such displays (e.g. prohibits the display of certain personal information etc.).There are no regulations regarding information, but normative acts regulating personal data protection and special criminal procedure protection are taken into account.
In Estonian prisons a simple blackboard solution is used. The names of convicts that are kept in that certain cell are written on a small blackboard next to the cell door. The names of the persons who are in custody are not written next to the cell door.
What kind of prisoner-related information are you authorized to display on them (e.g. name, felony, security class, medical requirements etc.).On the blackboards we are authorized to display only the data which is in accordance with the Data Protection Act. We display the name of the prisoner anf if needed some ohter inmate-related information.

Do you have any legislation in effect that regulates the content of such displays (e.g. prohibits the display of certain personal information etc.).In Estonia we do not have a specific legislation that regulates the information shown on the blackboards, but the shown data must be in compliance with the Data Protection Act.
The Ordinance on the Registry, the Registrar and Other Registers held in Penitentiary and Prisons (Official Gazette 96/06), Article 27, paragraph 21, regulates the issue of keeping records of detention of prisoners in departments and rooms containing the name and the surname of the prisoner and the number of rooms in which he is located. In addition, the accommodation of inmates per room is also recorded through regular plaques with the name and surname of the inmates, located in a separate room in each department.
What kind of prisoner-related information are you authorized to display on them (e.g. name, felony, security class, medical requirements etc.).Pursuant to Article 31 paragraph 2 of the Law on Execution of Prison Sentences employees in criminal bodies are obliged to keep all data on prisoners as official and professional secret during and after termination of service or work. Pursuant to Article 121, paragraph 2 of the Prison Act, at the request of a court or other body of state authority and for the purpose of conducting proceedings, the Central Office of the Directorate for Prison System and Probation shall provide details of the prisoners required to conduct such proceedings. To legal or natural persons information on the penitentiary or prison in which the prisoner is will be submitted (if they prove legal interest for such information).
If you use special devices or methods, please provide some information on their operation and use.Currently, in the Prison and Probation System of the Republic of Croatia, special devices or methods related to the task in question are not in use.
Do you have any legislation in effect that regulates the content of such displays (e.g. prohibits the display of certain personal information etc.).According to Article 72 of the Law on Execution of Prison Sentences, personal data and other information that employees know about prisoners during their execution of prison sentences are an official and professional secret. Access to these data is allowed to the prisoner, manager, authorized officials according to assignments and tasks of their service and to persons authorized to supervise the work of the penitentiaries and prisons. A prisoner may be denied access to information contained in the individual expert reports and opinions of authorized person. Access to personal data (approval can be given by the manager) can be made by internal affairs bodies within their legal authority to detect and prevent criminal offences. Following the release of a prisoner from prison personal file is stored and preserved in accordance with the general regulations on the protection of archives.
According to our practice, the names of the inmates are hanged in small plates next to the doors of their cells

If you use special devices or methods, please provide some information on their operation and use.We do not use neither barcodes nor special instruments for the identification of the inmate accommodated in a given cell. Nevertheless, we wish to specify that our Administration produced a software, named Detention Spaces Software (ASD) – which is implemented and updated by each prison at local level, by each Regional Directorate of our Administration, as well as at national level, in our Headquarters. By this software it is possible to ask and to obtain, in real time, any information about the people accommodated in every cell in each of the Italian prisons. This information include the prisoners’ legal status, the visits received, the treatment activities, possible disciplinary sanctions, and so on. Said information is accessible from the PCs situated in the Offices of the prison Governors, in the Offices of the Commanders of Penitentiary Police detachments of each prisons and in the Register Offices of the prisons.
