Introduction: The England & Wales (UK) prison service are exploring using nutritional supplements to help improve prisoner behaviour, and safety and stability in prisons. We are interested in whether other prison services have tried this before, how they did it, and what the impact was.

What behaviour or problem were you trying to change or solve?The Scottish Prison Service itself has not used nutritional supplements or additives in prisoner diet to change prisoner behaviour. However, SPS did accommodate and participate in a nutritional supplement research study in HMYOI Polmont in 2008 conducted by Bernard Gesch of the University of Oxford. The research tested the strength of the relationship between micronutrient intake and anti-social behaviour in 3 YOIs – two in England and Polmont in Scotland. Anti-social behaviours were monitored in the groups randomly allocated active or placebo supplementation by collating incidents that were proven in adjudication and resulted in either Governor reports or equivalent. A range of anti-social behaviours were monitored ranging from serious criminal breaches to anti-social actions. Additional measures in the study included a range of physiological and psychological measures to determine what nutrients and their ranges were involved in reducing anti-social behaviour and how this effect was mediated.

Did they contain Omega 3, 6, or 9 fatty acids, or something else?Nutritional supplements are used as a complex scheme of medical treatment insofar as they can facilitate the recovery process or in case a patient addresses a medical doctor asking for recommendations on the use of nutritional supplements necessary to strengthen health. There are nutritional supplements that contain the above mentioned fatty acids.
How did you deliver the supplements as pills, drinks, or added to food?Supplements are delivered in their pharmaceutically issued form. No supplements are added to food or drinks. Menus are prepared following the physiologic standards assessing energy needs

Did they contain Omega 3, 6, or 9 fatty acids, or something else?Cabinet Regulations No.1022, Adopted 19 December 2006 "Regulations on the standard material provision of prisoner nutritional and household needs" (hereinafter – Regulations No.1022) determines the nutritional standards for detainees and inmates who are sentenced with deprivation of liberty. Thus, prisoner catering or nutrition must follow the order set in Regulations No.1022, i.e., according with the daily nutritional standards described in Regulations No.1022. Regarding adding nutritional supplements to food, Latvian Prison Administration (hereinafter – LPA) explains that the set nutritional standards for prisoners in imprisonment places (according with Regulations No.1022) do not intend for any nutritional supplements to be added. According with Order No.296, signed by LPA Director General on 30 November 2016 "On organizing prisoner catering in the imprisonment places of Latvian Prison Administration", the methodological instructions "Methodological instructions for organizing prisoner catering in imprisonment place" (hereinafter – Instructions) were approved and unified menus and technological cards were set. In addition, LPA informs that the Ministry of Health, upon evaluating the unified menus that have been developed for prisoner catering in all imprisonment places, has acknowledged that in general they comply with the basic principles of nutrition and contain food products from all food groups (Letter No. 01-18.2/1065 received from the Ministry of Health on 12th March 2018 "On prisoner menus"). Prisoners have the opportunity to purchase in imprisonment place shop some nutritional supplements by using their own personal means.

Did they contain Omega 3, 6, or 9 fatty acids, or something else?In conditions of our prison system, so far no nutritional supplements in inmates´ food have been tried using due to bringing about changes of behaviour of inmates. Inmates are provided meals regarding the recommended nutritional amounts of food whereas type and demandingness of the performed work, age and health condition are regarded.
