Introduction: The National Administration of Penitentiaries Romania is in need of building new detention facilities. Therefore we ask other agencies for your experience and advice regarding the location of the walking yards for inmates. To be more precise, there are different types of walking yards: some are located on the ground, near the detention area, others are situated on the top floor/roof of the facility. Taking this into consideration, we were interested in your experience with the use of two types of walking yards.
Ground level within the housing division
If you have both types of walking yards, do they have the same security measures? If not, could you please explain the difference?All walking yards are ground based.

Some yards have netting over the top to act a s a protection against contraband being throw into the yard from elsewhere.

In prisons, walking yards are situated according to the layout of the premises of the individual prisons, ground, on the floor or on the top.

If not, could you please explain the difference?The security measures of the walking yards depend on the security level of the prison where they are situated. The internal security system of the prison is used: cameras, security devices, construction and engineer means. Walking yards are fenced by a mesh (premises determined for a large number of prisoners) or concrete panels/walls (the aim is to ensure adequate isolation of pre-trial detainees and prisoners with special restrictions). A prison officer monitors the space of the walking yards during walks.

In Finland, we have instructions to arrange prisoners’ outdoor exercise at ground level. The main reasons for that are, among others: - Roof surface area is not large enough for groups. - In Finland, the winter is long and snowy, which causes particular challenges for removing snow and water from the structures of walking yards placed on the roof and increases the costs compared with walking yards at ground level. - The Finnish prison concept includes specific goals for the use of the walking yards but implementing those goals would often be impractical if the walking yards were on the roof. The goals include, among others, separate yards for specific wards, a direct access from the wards to the yard, a possibility for the prisoners go to the yard partly independently, Green Care activities in the yard, and other activities requiring more space. - The Finnish prison concept guides us to build more one-storey buildings. In Finland, some prisons have walking yards on the roof that are meant for smaller groups or single prisoners.

If not, could you please explain the difference?In both types of walking yards, the risks linked to arranging outdoor exercise are the same but the measures to prevent them vary. The measures include, among others, the planning of the allowed views, the prevention of the supply of goods, and the arrangement of supervision.

In most cases on top of the detention unit. We are most of the time located above the polcehouse, share the same building. In som prisons we have special wings for detention and on thoose places we have Walking yards on ground level.

From a security Point of view it's better to have the Walking yard 10 levels above ground but there is limitations as well. Mostly from a business Point of view.
