Introduction: Prison Service of the Czech Republic is currently evaluating various options to implement new technologies ensuring complex security of its premises. We would like to kindly ask for your practical experience with body scanners when searching people, handheld backscatters and also large-capacity backscatter and X-Ray machines. The second part of the questionnaire is focused on counter-drone technologies. If you do not use the above mentioned-equipment for passage or airspace control, please mention briefly what other technologies you use to prevent contraband and secure airspace within your facilities.
Body scanners are used in HMP&YOI Polmont and HMP&YOI Cornton Vale.
Do you use any large-capacity backscatter, X-ray machine or mobile (hand-held) backscatter, e.g. when inspecting material brought to prison, entering vehicles, or searching personal belongings, luggage or rooms in guarded areas?Airport style security scanners are used at all Scottish prison gatehouses for pedestrian and vehicular access.
Is it necessary to obtain any official licence to use the equipment described above (e.g. a licence issued by a state nuclear security agency)?No
Are there no-fly zones above any of your prisons/guarded areas as a counter-drone measure?In the event of an unmanned aerial vehicle/drone being flown in the vicinity of any establishment the incident would be reported through the normal incident reporting procedure. There is a set of Standard Operating Procedures governing the identification and response to a drone which involves reporting to the control room, securing the area in which the drone is located and the suspension of all external prisoner movements.
Do you use any system or technology that serves to secure the airspace above prison and eliminate or prevent potential threats that might be caused by drones (e.g. detecting, tracking and jamming the drone’s flight signal)?After an full risk assessment, a throw net may be deployed to enable the safe capture of a drone within an SPS establishment.

Currently we don’t have body scanners in any prison, only a metal detector control is done at the entrance of all prisons. We participated in a presentation of such body scanners, based on X-ray systems and if there are available funds to buy, the body scanners will be exceptionally useful in order to prevent the entry of unauthorized objects and substances in prisons.
Do you use any large-capacity backscatter, X-ray machine or mobile (hand-held) backscatter, e.g. when inspecting material brought to prison, entering vehicles, or searching personal belongings, luggage or rooms in guarded areas?In the half of the prisons in Bulgaria /more exactly in 6 from all 12/ are currently used scanners /X-ray apparatuses/ for checking the luggage when authorized objects, articles and food products are entered. Besides the X-ray apparatuses to control the luggage, there are also used manual and stationary metal detectors to control the entering visitors in prisons. Vehicles shall only be checked with a careful examination of the materials transported therein, as if it is necessary, it is also used a manual metal detector.
Is it necessary to obtain any official licence to use the equipment described above (e.g. a licence issued by a state nuclear security agency)?It isn’t necessary to be received a license to use X-ray apparatuses /scanners/. The regime is notifiable, as it is given a notification for the usage of X-ray apparatuses to the Nuclear Regulatory Agency.
Are there no-fly zones above any of your prisons/guarded areas as a counter-drone measure?Currently there aren’t established legal measures in the legislation to prohibit aircraft (drone) flights in the airspace over the prisons. Supervisory and security staff is instructed for increased vigilance, constant surveillance of the passage of drones in the airspace is carried out permanently. Every specific case of detected overflight is reported and it isn’t admitted the entry of unauthorized objects and articles.
Do you use any system or technology that serves to secure the airspace above prison and eliminate or prevent potential threats that might be caused by drones (e.g. detecting, tracking and jamming the drone’s flight signal)?There isn’t installed a system or technology to secure the airspace over the prisons against aircrafts and drones. We have presented proposals and presentations of companies, offering such signal suppression systems /anti-drone system/, but until now no funds have been provided to buy the same. Also the problem with aircraft flights over certain airspaces has to be resolved by the legislation.

Yes we are currently installing x-ray machine to be used for inmate clothing, officers duty bags etc… We do not have any other x-ray machines in use.

A license is not required however each user is undergoing training on its use and must be kept current, we also have a radiation expert working side by side to make sure the levels of radiation fall within the directorate on Non-medical use of radiation within the EU.

No, we do not use any type of body scanner. When searching entering persons or prisoners, we use X-rays for searching personal belongings and luggage, frame metal detectors and handheld metal detectors.

In some prison facilities of our prison service, we use X-rays when searching personal belongings, luggage of entering persons. Moreover, we use them also when inspecting cells (rooms) where are placed inmates.
Is it necessary to obtain any official licence to use the equipment described above (e.g. a licence issued by a state nuclear security agency)?It is not required to obtain any official license for using of above stated technique. Person who uses such devices shall undergo internal training called “Specialized training in detection control” that is focused on detection control using frame, handheld detector and X-ray devices.

According to the Act on the Corps of Prison and Court Guard, we have legal authorization to interrupt the activity of a plane capable flying without pilot that is drone (by jammer or firearm).

No actual body scanners is in use, but we do use handheld metal detectors and also gatemodel-metal detectors. For searching we also use drug detection-dogs.

Most closed prison have separate large size x-ray machines for inspecting belongings, luggage and other material. Not in use of persons. These machines are usually placed in the prisons reception unit. Entering vehicles are searched with mirrors and personel.
