Introduction: Drones are a phenomenon of these days. Currently, the Slovak Prison Service is dealing intensively with this issue with the aim to find an optimal technology of counter-drone protection that would enable a detection of drones and indication of their flight or jamming focused on timely and adequate reaction to the possible security threat. At the same time, the area of drones opens a possibility of using the own autonomous drones of the prison service. These would be primarily used in the system of guarding and control of prison objects and the external perimeter and secondarily, in solution of exceptional occurrences.

No - prison officers are expected to intervene if a drone is observed, but jamming, firearms or any kind of nets/fireballs are not used in Denmark.
Within your counter-drone protection of prisons, do you use technologies determined for localisation of drones (also within pilot projects)?For the time being, we are providing a tender in Denmark in order to buy complete drone detection systems for at least 4 prisons. The solution has to be a combination of radiofrequency detection, radar detection and validation by camera. In September 2019 (weeks 36,37 and 38) we will make tests of equipment from three pre-elected companies in order to choose the best. We have installed a temporary solution in four of our prisons, but it is primarily based on radiofrequency detection. We do think, that drones represent a future threat, and that is why we now have the tender.
Within your counter-drone protection, do you use jammers? If yes, which jammers and what is your experience with them? If no, for what reason (e.g. lack of finances, non-existence of suitable technologies, we do not consider drones to be a problem)?The legislation in Denmark does not yet allow jamming. However, if the future shows us, that is will be necessary with jamming, we will apply for permission to use jammers at the Ministry of Law
Have you experienced a real breach of security of a prison by a drone? If yes, how many incidents happened in the period 2017 - 2019 and how was the security broken?We have had 1 breach by a drone. It carried 2 mobile phones and some other elements. It was observed by the staff, and they succeeded in finding the mobiles in the inmates cell just after he received them.
Do you use service drones? If yes, for which activities and what is your experience? If not, are you considering their introduction?We don’t use service drones yet, but when we have finished the installation of drone detection systems, we consider using service drones for system testing and surveillance.
Currently we are not in possession of any means of intervening should a drone be sighted in the vicinity of a prison though we have carried out some research into the available defences and are aware of the technology available to counteract drones.

The law states that the Criminal Sanctions Agency may interfere with the drone's passage through a technical device. The law does not define the device in more detail.
Within your counter-drone protection of prisons, do you use technologies determined for localisation of drones (also within pilot projects)?One prison is currently piloting a detection system that works with a combination of RF and radar sensors. Piloting is still in progress. Two prisons have previously piloted only an RF sensor-based system, and its operation was not satisfied.

If no, for what reason (e.g. lack of finances, non-existence of suitable technologies, we do not consider drones to be a problem)?We have received permission from the authorities to test the jammer during the above-mentioned piloting. The test has not yet been implemented.

No special regulation. Officers are expected to react to drones flying over the prison area and are allowed to use radio signal jamming system

There are internal standard operating procedures. Security Staff/Operations FLM/Duty Manager should be contacted at earliest and given a description and location of sighting. Security Staff should respond with UAV Throw Net from Front of House FLM Office to location of sighting. Staff should observe and gather information in order to provide a description of the individual(s) and any vehicle(s) they may be using. All sightings should be reported to Police Scotland. All external prisoner movement should be suspended. If the UAV is intercepted, preservation of evidence must be followed.
