Introduction: The Statistics and Strategic Projects Area of the Secretariat of Criminal Sanctions, Rehabilitation and Victim Support (Ministry of Justice, Government of Catalonia), which is also responsible for the ICT projects in all Catalan prisons, is in the process of updating and improving the access to technology and digital literacy of inmates in the view of better preparing them for their reintegration into the community. To that regard EuroPris members are kindly asked to provide answers to following question.

Currently, prisoner can use a computer, but this computer does not have internet access.

In Ireland, Prisoners are not allowed to use email while they are in custody. The Irish Prison Service plans to introduce a limited facility to allow approved family members to send email correspondence in to the inmate through the Prison Censor's office. There are no plans at present to pilot the provision of an email facility for outward email correspondence.

What is the access that inmates are being granted to internet?Inmates can seek approval to access the internet as part of the Prison Education Service. Internet access requires Governor approval and is supervised in class by education staff The IT Department of the Irish Prison Service has blocked access to a number of categories of sites and monitors internet access remotely
Have inmates any access to social networks? If they have access to email or social networks, which are the devices used (computers, tablets)?Inmates are not allowed access to any social networks in Irish prisons
Where are such devices located, in their cells, units, especial centralised area in the prison, any other prison area?Internet access is provided via PCs in the Education Centre classrooms only
Those held in custody in Scottish prisons do not have access to an email service to contact family and friends. Contact with family and friends is by letter, telephone or visits in person. In some situations, where geographical distance is an issue, and where the technology is in place to facilitate, visits can be conducted through video conferencing. Those who are nearing the completion of their sentence, and have been assessed as low risk, can visit family and friends through Home Leave.

What is the access that inmates are being granted to internet?Those who are studying on certain educational courses can access a prescribed range of course material made available by the education provider on a strictly limited and controlled electronic access platform. The terminals to access this educational material are located in Learning Centres.
Have inmates any access to social networks? If they have access to email or social networks, which are the devices used (computers, tablets)?Prisoners do not have access to social networks of any kind.
Where are such devices located, in their cells, units, especial centralised area in the prison, any other prison area?Computer terminals are located in the classrooms in the Learning Centre where they are used to support the delivery of educational courses.
Partly. a) In closed prisons family and friends can send e-mail to inmates to prison’s own “prisoner e-mail” -inbox. These e-mails are printed and handed to prisoners by staff. However, inmates in closed prisons can send secured electronic messages to different public authorities by using suomi.fi -portal and likewise receive messages from public authorities that are using this portal. In open prisons inmates can use their own e-mail (f.ex. any free e-mail). b) In closed prisons staff will read the e-mails that come to prisoner e-mail -inbox. Suomi.fi -portal is secured contact by the system itself so it’s not otherwise supervised – inmates log in to this service with e-authorization (bank identification code). In open prisons inmates can use their own e-mail without supervision. c) In closed prisons inmates are only able to receive emails, not send them, except messages to public authorities through the Suomi.fi -portal. In open prisons inmates can use their own e-mail and the recipients are not monitored.

What is the access that inmates are being granted to internet?Inmates in closed prisons have access to secured Internet sites (white list -filtering). White list includes about 1000 websites. With a permission, inmates can also use Skype for virtual family meetings – these meetings are supervised by staff. By permission Skype-meetings with authorities are also allowed these meetings aren't supervised. In open prisons inmates use Internet with black list -filtering.
Have inmates any access to social networks? If they have access to email or social networks, which are the devices used (computers, tablets)?In closed prisons they don’t have this possibility. In open prisons access to some social media is blocked but otherwise there's access to e-mail and other social networks. For Internet use there are devices (laptops) for joint use in every prison. In open prison inmates can also sometimes use their own devices if given special permission (for studies etc.).
Where are such devices located, in their cells, units, especial centralised area in the prison, any other prison area?All these devices are located in centralised areas in prisons (like in library, classroom or other separate area). There will be first pilot with devices in cells (for personal use a.k.a self-service devices) in October 2020 when the new smart prison in Hämeenlinna (closed prison for women) will open.

How is currently the inmates’ access to internet? What is the access that inmates are being granted to internet?Currently, the Latvian Prison Administration (hereinafter – LPA) imprisonment places (there are 9) for the access to internet use the informative stands with the specialized software (for the restrictions on visiting websites and downloading files from the websites) that are located specially for this purpose in the imprisonment places. According with Part 3 Section 17 of the Law on Official Publications and Legal Information, the state ensures that anyone may become acquainted with the official gazette and systematized legal acts at State and local government libraries, as well as public Internet access points ensured by the State and local governments free of charge. Under Part 1 and Section 17 of the Law, the access must be guaranteed to the two websites (www.likumi.lv and www.vestnesis.lv). All the other websites are ensured according to the request of the LPA central office Resocialization, Risk and Needs Assessment department, other state and local government institutions and/or in accordance with the principle of good governance.

Prisoners are not allowed in the prison system of the Republic of Croatia to access the Internet, e-mail and social networks, and to use and possess technical devices that enable them. Therefore, prisoners do not communicate with friends and family via e-mail and not use common services such as Gmail, Yahoo, etc.

Have inmates any access to social networks? If they have access to email or social networks, which are the devices used (computers, tablets)?Prisoners are not allowed to access social networks and own devices that can connect to the Internet or social networks.
Where are such devices located, in their cells, units, especial centralised area in the prison, any other prison area?Prisoners are not allowed to possess technical devices of this kind. If the inmate possesses such a device upon receipt, it will be seized and stored in the warehouse or sent to his family by mail at his expense.
HMPPS currently operates an ‘Email a prisoner’ service in which family and friends can email a message through to a prisoner. Emails sent to a prison are either printed off, handed to the prisoner as part of the daily mail delivery service, or are available for the prisoner to read at the kiosk (certain prisons only). There is an option for the prisoner to reply, but this involves a hand written message being handed into the prison business hub. Staff in the business hub will then scan the message and send the reply back to the email which the prisoner is replying to. For more information, please see https://www.emailaprisoner.com/.
How is currently the inmates’ access to internet? What is the access that inmates are being granted to internet?Prisoner access to the internet is very limited, and where access is granted, it is in a very controlled environment. Prisoners are not allowed access to a computer or device which enables internet connectivity. Any IT systems providing internet access for prisoners must be risk assessed prior to prisoner access being granted. Have inmates any access to social networks? If they have access to email or social networks, which are the devices used (computers, tablets)?Prisoners do not have access to mainstream social networks. In a small number of prisons, there is a facility for prisoners to have access to a closed prison hub individual to each site, which features information on their sentence plan, visit bookings and rehabilitative modules.
Where are such devices located, in their cells, units, especial centralised area in the prison, any other prison area?Some prisons have kiosks on the wing, where prisoners can access information relevant to them. In 2 prisons, prisoners are issued secured in cell laptops.
