Introduction: The Finnish Criminal Sanctions Agency’s Smart Prison project is currently gathering information on the use of Artificial Intelligence (AI) in correctional services with regards to the future plans of digitalization. That is why we would kindly ask you to provide answers to the following questions and help us look into the new possibilities.

Are you planning / discussing the use of AI with your agency’s management?At the CxO-level of the organization there´s an interest of the subject but nothing concrete at the moment
Do you have concerns regarding risks or ethical questions connected to the use of AI?Yes - We have two concerns: 1. AI becomes too advanced and without transparency so the people working with the technology trusts the AI-system without understanding how the AI-system works 2. Biased data-set and algorithms for case management will lead to wrongfull decisions
Have there been any new policies or legislation developed to support the current and future use of AI in your organisation?No
AI is not currently used by SPS.
Are you planning to use AI? How?SPS is revising its Digital Strategy and AI is under consideration to fulfil a number of different functions such as the Integrated Case Management(ICM)system.
Are you planning / discussing the use of AI with your agency’s management?Yes, briefing papers have been submitted to the SPS Executive Management Group (EMG).
Do you have concerns regarding risks or ethical questions connected to the use of AI?These will be considered in the review of the Digital Strategy.
Have there been any new policies or legislation developed to support the current and future use of AI in your organisation?Policy is currently being developed.
No AI developments have been delivered to date. Some projects concerning the control of drones are under study, but not in the field of AI.
Are you planning to use AI? How?Projects aimed at improving correctional services are always welcome and need to be studied. However, no plans to use AI are expected.
Are you planning / discussing the use of AI with your agency’s management?Our Institution attends international working groups in which several initiatives are discussed in the field of rehabilitation and/or security. In this regard, even altough no concrete plans are expected for the use of AI, the Institution is willing to address and discuss such developments, according to particular needs and possibilities.
Do you have concerns regarding risks or ethical questions connected to the use of AI?The use of developments in the field of AI should be linked to some considerations: in the first place, particular needs of the Administration; in the second place, full respect to human rights and european standards in this regard; and, finally, the benefits and possible risks associated to the use of technological developments.
Have there been any new policies or legislation developed to support the current and future use of AI in your organisation?No legislation has been developed in this regard, so far.

No, we're not.
Are you planning to use AI? How?Yes. We're planning to implement a simple machine learning tool, Q-Radar. A security tool for monitoring and analyze network traffic.
Are you planning / discussing the use of AI with your agency’s management?Not per now. But there is a lot of digitization going on in Norway and it would be a natural step to discuss AI when work flows are set. (We have some automated processes though, but not AI related).
Do you have concerns regarding risks or ethical questions connected to the use of AI?Some concerns regarding privacy and GDPR. E.g. camera surveillance of behavior pattern.

We do not use AI.

Do you have concerns regarding risks or ethical questions connected to the use of AI?We have concerns about how to use AI without violating fundamental rights as well as on how to track the results of AI in those cases in which is being used by an inmate for a negative action.

Are you planning to use AI? How?Yes, we are planning to use it in our new offender management system (OMS) to assess and replace clients.

Do you have concerns regarding risks or ethical questions connected to the use of AI?Yes, there are ethical / legal questions regarding data protection and fairness in automatic processes.
Have there been any new policies or legislation developed to support the current and future use of AI in your organisation?Finland’s government is currently supporting development of digitalization and use of AI, and Finland has a national AI strategy. Recently Ministry of Finances has released a call for applications for funding automatization of processes in various organisations.
We don’t currently us AI widely - we use machine learning in UK prison service in the Violence in Prisons Estimator which uses a mixed effects model to estimate the rate of violent incidents a prisons is likely to be involved in in the next 12 months. This is used as part of the management of prisoners and to prevent disorder alongside other data, and local information. We use Natural Language Processing on case notes and free text to identify national and local themes and issues, and some actuarial risk scores as part of our risk management processes.
Are you planning to use AI? How?We are considering areas across the prison service where the use of AI can support decision making and operations – we are keen to augment rather than replace staff experience and knowledge, and are seeking opportunities where the data is of high enough quality to allow this, as well as taking forward a programme of work to improve the coverage, completeness and quality of our data.
Are you planning / discussing the use of AI with your agency’s management?Yes, we have a number of governance forums that provide management oversight of projects, a specific data science governance board that has representatives from the leadership across the organisation and regularly engage with specific managers for scoping and implementation of specific projects.
Do you have concerns regarding risks or ethical questions connected to the use of AI?We are developing clear ethical guidance, building upon the Office for AI and Government Digital Service guidance for the development and delivery of data science products. We see it as fundamental to ensure any use of AI is fair, transparent, accountable and sustainable and are committed to delivering this.

By now, AI is not used in our correctional system.
Are you planning to use AI? How?There are a lot of possibilities within the use of AI in the correctional system to increase the security of inmates, the staff and the population. The use of AI is recommended for the following cases: -> image recognition to detect objects and persons -> movement-analysis and indoor-tracking -> interpreting foreign languages -> risk- and prognosis rating (suicide, prevention, etc.)
Are you planning / discussing the use of AI with your agency’s management?Although the digital management in public affairs is technologically well advanced, AI is not used yet. The future use of AI is discussed in the “AIM AT 2030”, therefore see answer to question 5.
Do you have concerns regarding risks or ethical questions connected to the use of AI?Concerning security questions, we have concerns about the actual functionality of AI-programs. The questions is, if the technical progress of AI-programming is as far developed, that errors can be excluded. Failures in security affairs, especially in correctional services, can be fatal.
Have there been any new policies or legislation developed to support the current and future use of AI in your organisation?Actually, there is no legislation about AI, but there are policies developed by the Ministry of Digitalization and Economy in cooperation with the Ministry of Traffic, Innovation and Tech-nology. One of these policies is called “Artificial Intelligence Mission Austria 2030”. There the future use of AI in a lot of application areas is described. The public management within security affairs is participant.
