Introduction: The Corps of Prison and Court Guard is exploring the possibilities of solution of some security and safety issues of prisons located in the built-up areas of the cities. In some of these prisons, there are metal screens or frosted glass panes fitted on the outside of the windows. The main reason is to ensure security and at the same time privacy of inmates. However, the CPT does not recommend their use on a long-term basis. Similarly, we are interested in the parameters of the outer fencing of prisons that are situated in the built-up areas of the cities.
Spanish modern prisons are mainly not surrended by buildings.

In Latvia the prison buildings in urban areas are located far from walls and the windows are not directly situated towards the street. There is no concern regarding security or privacy issues.
Specify the details of the outer fencing of prisons located in built-up areas of the cities – height of the walls, fencing material (wire, concrete etc.) Does this fencing differ from the fencing of prisons located outdoors?The external enclosure of the Latvian prison sites in the built-up areas of the cities does not differ from the detention sites located outside the populated areas. The height of the outer fencing of detention sites located in urban areas is about 3 meters. The external fencing materials are different: bricks, concrete panels, some prisons have double walls of bricks and concrete. All the prisons have barbed wires fitted from the top, as well as warning signs that drone overflights are prohibited.

Security is maintained in different ways across the estate, several windows have metal grills fitted, allowing flow of air and visibility but preventing items being passed in and out of windows. Modern prisons and updated windows are generally sealed units with an opening which allows air flow but nothing to be passed in and out. Regarding privacy, under the clean and decent agenda of HMPPS prisons are encouraged to allow / provide curtains for prison cells.
