Introduction: As new court buildings are planned to be built, General Directorate of the Corps of Prison and Court Guard is interested in the information on the technical equipment of the courtrooms (where judicial proceedings take place) in the court buildings and escort rooms in the court buildings, mainly from the viewpoint of security.

In some courtrooms the prosecutor is on the right and the indicted person with his/her advocate on the left. Largest courtroom (Harju County Court room 2012) has indicted person seating on the left and on the right.
In your country, what is the common/standard technical equipment of the courtrooms (cameras, emergency buttons etc.)?We have agreed on a courtroom standard that sets out minimum requirements for the technical equipment and facilities of the courtroom. According to the standard, a sufficient number of screens (monitors and televisions) has to be installed in the courtroom so that all parties can present and examine the evidence. The size of the screen should be suitable for the courtroom and the layout set out so that the parties can look at the screen as directly as possible. Video connection equipment shall be installed in such a way that no party is behind the camera and the microphone(s) shall be installed in such a way that all persons in the courtroom can be heard on the video bridge. The participants of the video bridge and their evidence are clearly visible in the courtroom. The number of microphones in the courtroom is optimal according to the size of the room and can be added as needed. The judge can mute all other microphones. The equipment of courtrooms and their condition is ensured by the Centre of Registers and Information Systems (RIK). The standard is reviewed as necessary, but at least once a year. There is no difference between courtrooms that are designated for civil and criminal proceedings: the indicted person has vandal-proof microphone recessed into the furniture.
Are there any further active/passive security elements that proved good?Video connections are encrypted. Police officers secure criminal hearings. To keep surfaces clean - disinfectants are everywhere.
Are persons indicted of more serious crimes placed separately from judges, advocates or from the public by a transparent security partition or bars?They are arranged to sit separately, but not behind bars. There are armed guards.
When entering and leaving the courtroom, does the escort use a separate entry?Yes.
What is the standard equipment of rooms designated for the escorted persons and the escorting officers in the court building that are utilised before the beginning of the proceedings or during breaks?They are are secure, locked and well-guarded cells for escorted persons.
The above mentioned issues do not lie in the competence of the penitentiary system of Republic of Moldova.

The seating plan is otherwise the same, but the seats of the prosecutor and the accused may also be vice versa depending on the structure of the courtroom.
In your country, what is the common/standard technical equipment of the courtrooms (cameras, emergency buttons etc.)?There is on separate courtrooms for criminal and civil cases. There are no security cameras in the courtrooms, but emergency buttons are common.
Are there any further active/passive security elements that proved good?Security guards are used whenever violence or other disruption is considered possible.
Are persons indicted of more serious crimes placed separately from judges, advocates or from the public by a transparent security partition or bars?There are no cages or security partitions in the courtrooms. The security of the hearings is ensured by the use of security guards.
When entering and leaving the courtroom, does the escort use a separate entry?Detained defendants are usually transported in and out from separate entrances to the courtrooms.
What is the standard equipment of rooms designated for the escorted persons and the escorting officers in the court building that are utilised before the beginning of the proceedings or during breaks?Equipment is not completely uniform everywhere, but larger courthouses have separate facilities (with arrest cells) for detainees.
The layout of the courtroom in Slovenia is such that the judge is in front, the prosecutor is on the judge's left side, the defence counsel/Advocate is on the judge's right side, and the accused person is in the first bench in the middle, in front of the judge. If the spatial conditions or the architecture in the courtroom allow it, the accused can sit together with his defence counsel/Advocate. In some larger halls, it is possible for the accused to sit together behind the defence counsel (“like in a school desk”), especially when there is a larger number of defendants and defence counsel.
In your country, what is the common/standard technical equipment of the courtrooms (cameras, emergency buttons etc.)?Emergency call switches are installed in all courtrooms, i.e. panic switches. Regarding video surveillance - there are no cameras in the courtrooms. Some courtrooms have equipment for videoconferencing, for hearing defendants or witnesses from abroad, for hearing defendants from prisons, etc … There are mostly no differences between the technical equipment of courtrooms for criminal and civil matters. Civil matters are also carried out in courtrooms where equipment for videoconferencing is installed. In some larger courtrooms, screens and sound equipment are also installed so that the public can watch and listen to court staff and others (judges, witnesses, lawyers…) through the screens.
Are there any further active/passive security elements that proved good?In particular, the security aspect, such as technical equipment for checking incoming persons, X-ray device for checking luggage when people enter the court building, detectors for checking metal objects. There are also other technical equipments, such as video surveillance for movement around the courthouse.
Are persons indicted of more serious crimes placed separately from judges, advocates or from the public by a transparent security partition or bars?Persons accused of serious crimes are not placed in any courtroom separately from judges, advocates or the public with a transparent security barrier or bars. If the persons accused of serious crimes are brought out of prison, the security is provided by prison officers. The security in the courtroom itself for other participants can also be enforced by certain security staff (prison officers, security guards).
When entering and leaving the courtroom, does the escort use a separate entry?The vast majority of courtrooms have only one door, through which judges and court staff, defence attorneys, prosecutors, security guards, prison officers and others enter. In some newer or larger courtrooms, there are several entrances (two or three) so that a judge or court staff can enter separately, and prison officers also enter separately.
What is the standard equipment of rooms designated for the escorted persons and the escorting officers in the court building that are utilised before the beginning of the proceedings or during breaks?In most cases, prison officers wait in front of the courtroom, both before the hearing and during breaks. In security-demanding or prolonged interruptions of hearings and a large number of accused - escorted persons from prison, prison officers together with the above-mentioned by prior agreement with the court wait in the designated or established for this purpose court premises. Standard equipment in such rooms is common, table and chairs.
