Introduction: In light of the current conflict in Ukraine:
The special situation of Ukranian prisoners is analyse through an individualised approach, making interviews and trying to detect specific needs.
Is there any other additional support that you are providing to Ukrainian foreign nationals in prison right now, given the current situation in Ukraine?Yes, in relation to their documentation and the posibility of staying in Spain after the sentence.
Do you have a policy for providing additional support to foreign nationals if their countries are in conflict or crisis?Yes, the concrete situation of each foreing national is considered through specific authorities.

Assistance in writing mail by post: - In cases of poverty, assistance in having correspondence materials and according to criteria, allocation of an indigent stipend. - Assistance in writing letters, through public writers in the institutions that have set them up. Assistance with access to fixed telephony and videophony is provided when necessary, in particular by raising awareness among the competent magistrates regarding the issuance of authorizations for accused persons: - Telephony: the telephone rates applied for calls in Ukraine, correspond to those of "L'Europe élargie" of the poster in pj, that is: - 0,4 € the minute towards a fixed telephone line (+ 14 cts of cost of setting in relation if out of package) - 0.5 € per minute to a cell phone line (+ 14 cts of connection cost if out of package) - Video telephony: it is possible to call Ukraine by video telephony on an Android or IOS cell phone, or a Windows PC (see - same poster in PJ) Specific external help to promote contacts: - Aiming to show active solidarity with oppressed and exploited people, defending the dignity and rights of refugees and migrants, the association "La Cimade", acting in 75 prisons, accompanies and helps people locked up in the exercise of their rights. It can make a contribution within the scope of its action. - Assistance from the Ukrainian embassy or consulate (correspondence, visit of the authorities to the prison or, if not possible, interview by videoconference). If certain conditions are met, an extended visit may be authorized. This also applies to a family visit or a visiting room within the institutions that have them.
Is there any other additional support that you are providing to Ukrainian foreign nationals in prison right now, given the current situation in Ukraine?An enhanced listening service is provided: a hearing system dedicated to Ukrainians has been set up in some establishments. To facilitate understanding and remove any language barriers, in the establishments equipped with a touch pad, translation is carried out or, where necessary, with the help of a human translator (if possible/if available). Psychological help or support is offered by the services of the health unit In the relevant institutions, the legal access point system can help Ukrainian detainees to better understand their rights. The ANVP can take care of Ukrainian detainees who cannot have visits and are isolated. Some were indeed homeless and others have no family left in Ukraine. The establishments were vigilant in their knowledge of the relations maintained by Ukrainian detainees with Russian detainees in their sector and on a possible rise in tension. Rarely and occasionally, some had to avoid contact between Ukrainian and Russian nationals. Overall, no conflict situation was detected, either in terms of observations or in terms of statements by the detainees concerned. Consequently, there was no need for any general action of specific management of detention concerning Ukrainian nationals, who were able to live their detention in the usual way. There were also no particular requests from detainees to maintain family ties, nor were there any difficulties identified that required special measures.
Do you have a policy for providing additional support to foreign nationals if their countries are in conflict or crisis? Dans ce type de situation, il s’agit de faire preuve de davantage d’écoute active et dynamique, de favoriser comme de faciliter le contact et la venue d’autorités consulaires ou d’ambassade. Si la personne détenue traverse une période émotionnellement difficile, l’ensemble des moyens est mis en œuvre pour le prendre en charge de façon adaptée (écoute institutionnelle, suivi psychologique par les unités sanitaires, co-détenu de soutien dans les établissements pénitentiaires en bénéficiant, etc…).

With the aim to eliminate the eventual negative consequences on the psychical state as well as the overall living of the inmates who are Ukrainian citizens, the Decision of Director General of the Corps of Prison and Court Guard of 22 February 2022 enabled these inmates, who have no finances, to have 1 telephone call a week in duration of 2 minutes to the number chosen by them via the prison´s telephone box and under direct presence of a social worker or another officer charged by the Prison Governor. This Decision is valid until repealed.
Is there any other additional support that you are providing to Ukrainian foreign nationals in prison right now, given the current situation in Ukraine?Based on the mutual agreement of the Corps with the provider of the private telephone service for inmates, as of 25 February 2022 a credit in the amount 5 Euro was provided to all inmates who are Ukrainian citizens. This credit can be used for phoning to all telephone network within Slovakia or abroad. The telephone credit was valid until 13 March 2022. Based on the information of the provider of the private telephone service for inmates, Ukraine has been exempted from the second tariff zone and a zone with null charging. Based on this, on 8 March until 15 April 2022, all inmates were enabled free telephone calls to Ukraine.
Do you have a policy for providing additional support to foreign nationals if their countries are in conflict or crisis?If the psychical state of the inmate, marked by an acute and difficult to solve crisis situation or long-term psychical burden from the unsolved internal problems relating the personal life or stay in the prison, requires an expert assistance, a psychologist, based on a request of the inmate, instigation of a prison officer or on his/her own initiative, provides the inmate the psychological intervention, crisis intervention, psychological counselling, psychotherapy and diagnostic interview.

All inmates have access to video calls and TV.
Is there any other additional support that you are providing to Ukrainian foreign nationals in prison right now, given the current situation in Ukraine?No specific support. All inmates have access to a grand variety of different forms of programmes, such as group counselling, social workers, therapists, work and all kinds of courses.
Do you have a policy for providing additional support to foreign nationals if their countries are in conflict or crisis?See answer above.
The legislation provides that every prisoner may use telephone conversations with family members and correspondence by letter. At the same time, it should be noted that the Latvian Penalty Execution Code provides for foreign citizens whose permanent place of residence is not Latvia to use video-call communication, i.e. foreign citizens, including Ukrainian citizens, have the right to video-call with their relatives or other persons. In order to be informed of developments in Latvia and the world, prisoners may use televisions and radios, i.e. in Latvian prisons, prisoners are allowed to use both the prison and their personal televisions and radios, thus Ukrainian citizens prisoners have the possibility to receive up-to-date information on developments in Ukraine. In addition, prisoners have the possibility to subscribe to newspapers and magazines with the funds in their personal account, so that they can also receive up-to-date information on what is happening in Ukraine. At the same time, it should be noted that prisoners (citizens of Ukraine) can also obtain at least some of the current information on the developments in Ukraine from prison officials with whom they communicate on a daily basis.
Is there any other additional support that you are providing to Ukrainian foreign nationals in prison right now, given the current situation in Ukraine?Ukrainian citizens in Latvian prisons have the possibility to receive psychological counselling, thus receiving psychological and emotional support in a crisis situation. At the same time, it should be noted that spiritual care and religious activities are provided in places of detention, for example, a prisoner has the opportunity to visit a chapel and pray for people in Ukraine, thus trying to regain spiritual well-being and peace.
Do you have a policy for providing additional support to foreign nationals if their countries are in conflict or crisis?In prisons, both at the time and before the conflict in Ukraine, there is a sufficient level of provision for foreign nationals to communicate with their relatives or other persons.

The Irish Prison Service through the work of the Irish Red Cross and the Red Cross volunteers have been primarily fundraising for Ukrainian prisoner families through- bake sales, runs etc. All Ukrainian prisoners in custody can meet with a Governor through the Governor's parade meeting each morning and raise any concerns that they may have regarding the situation in Ukraine.
Is there any other additional support that you are providing to Ukrainian foreign nationals in prison right now, given the current situation in Ukraine?The Irish Prison Service in collaboration with the Irish Red Cross are in the process of developing an awareness campaign around the Red Cross ‘restoring family links’ service which aims to prevent separation and disappearance, look for missing persons, restore and maintain contact between family members and clarify the fate of persons reported missing.
Do you have a policy for providing additional support to foreign nationals if their countries are in conflict or crisis?No.
Ukrainian prisoners have the same rights as any other prisoner. So if the prisoner wants to get in contact with family in Ukraine it is possible to write a letter or to make a telephone call. Information aboout the situation in Ukraine is possible through newspapers and tv-news, which is available in all prisons.
Is there any other additional support that you are providing to Ukrainian foreign nationals in prison right now, given the current situation in Ukraine?If an Ukrainian prisoner has any special needs, the prison staff will provide the neccessary help, but we do not provide support if the persons in question do not ask for it.
Do you have a policy for providing additional support to foreign nationals if their countries are in conflict or crisis?No we do not have a policy, so it is decided from case to case what to do in the specific situation
All detainees in Belgium have the possibility to have contact with their family abroad by means of telephone communication or videoconferencing. They can also make use of the support of different aid agencies from the federated authorities in case of specific questions and needs as well as of the healthcare services within the prisons.
