Introduction: The Luxembourgish Prison Administration is currently gathering information on staff ratios in juvenile detention facilities.
The Irish Prison Service deals with male and female offenders who are 18 years of age or older. The Department of Children, Equality, Disability, Integration and Youth is responsible for youth detention centres in Ireland.

The Service is only in charge of juvenile inmates between 18 to 21 and there are no specific centres for them. They are generally apart from the rest of the inmates but in specific areas inside a prison. The rest of juvenile inmates belong to other administrative services.

There are 97 full time staff employed in Woodlands Juvenile Justice Centre, NI Custodial facility for age 10-18 covering a range of disciplines and roles .There are 77 front line operational staff providing residential care covering both days and night. The general staffing ratio is 1 member of staff:2 young people although this is dependent on risk assessment and individual need.

Front line operational staff are Team Leaders, social workers, social care workers and night support workers.

Education Authority and People First who are responsible for the delivery of education provide 10 teachers and vocational instructors to deliver the full educational curriculum .The total staffing model was based over the years on 36 young people which requires a minimum of 18 staff per shift i.e. 1:2 however numbers of young people in custody has reduced significantly over the past 3 years as highlighted below. The Corps of Prison and Court Guard operates in Slovakia 18 prison facilities and one of them is the Prison for juveniles in Sučany. At present, 389 convicts serve there their sentence (as of 31 May 2022), however of which only 29 are convicted juveniles (the rest are convicts in minimum guarding level who serve their prison sentences for less serious crimes). Regardless the character of activities performed, the total planned number of prison staff in this prison is 244 persons.

(number of agents compared to the number of detainees)From the total planned number of prison staff mentioned above, the treatment with convicts, so not only with convicted juveniles, in this prison is ensured by 19 case managers, 1 special case manager, 2 social workers, 3 psychologists and 58 regime prison officers who ensure the surveillance over regime activities performance.

In Norway the Correctional service have two prison-units for juveniles- 15-18 years old, each with pour avalible places. The units have been built and organized and staffed, based on the principles and interpretation of the UN convention on the right of the child, art 37 and 39, other the European rules and standards and the Norwegian legislation for children in general, as well as the act of execution of sentences. This has demanded a high number of staff in these units, compared to a normal level for adult prisons. The broad political goal is to keep the number of children in prison as low as possible, using other alternatives as much as possible towards young criminal individuals. With new legislation in 2014 the courts and the prosecutors can choose to give young offenders several alternative punitive reactions. Several other official agencies coordinate with the judicial actors their tasks in the situations of criminal children, like the cities/ communities, health service, education sector, child-care agency and others. It has become a broad political consensus to keep children out of prison, and support and guide them alternatively. The cost of the youth units in the prison system must be viewed in the perspective of preventing a criminal future for the young offenders. Too often we can predict the future of a young inmate, and too often we are correct. Based on these facts and experiences it is broadly accepted as an investment to spend resources on the early stages to reduce highly anticipated expenses for victims, society and individuals. The units have each 18 staff, in addition to a multiagency team from education, childcare and health sectors. The staff is recruited with 50% prison- competence and 50% social-professional competence. The units have a separated management team. Both units are organized in a larger prison. The staff can easily be transferred to other wings or units in case of low numbers of inmates in the youth units.

(number of agents compared to the number of detainees)The services of Mrs DEVOS, General Administrator of the Justice Houses, have passed us on your request. Within the Communauté française de Belgique (French Community of Belgium) we have a community centre for minors over whom jurisdiction has been declined (CCMD) and six public institutions for the protection of the youth (IPPJ). These are not detention centres strictly speaking, all the more when they apply an open regime. Nevertheless we assume that the Administration of Luxembourg is interested in obtaining information on the highly secured places where young people are taken care of, either the community centre or the closed regime IPPJ units. For the young boys, we have 9 closed regime units. Each of them can accommodate 10 to 11 youngsters. For each of these units the staff consists of: 16 teachers or trainers, 9 warders, 1 psychologist and 1 social worker. For the young girls, we have only one closed regime unit that accommodates 5 residents. The aforementioned staff must be divided by 2. The CCMD houses 12 young boys who have been referred to ordinary adult courts. The staff consists of 13 teachers/trainers, 14 warders, 1 social worker. In Catalonia there are 7 juvenile justice centres which in total can host up to 278 minors with a total of 620 staff members. In what follows you can find the number of residents by centre and the distribution of staff members by profession in each centre. Please, bear in mind that certain services such as education, vocational training and health care staff, belong to other ministries, external agencies or NGO’s, and are therefore not part of the Ministry of Justice. (2) Security staff from external companies is also distributed along different shifts in order to cover 24h service provision. (3) The staff working at the Therapeutic Unit Els Til·lers belongs to an external agency with extensive experience in the field of health care and social exclusion. Their service provision is being coordinated by the Ministry of Health and the Ministry of Justice. Currently there are 620 staff members, including all occupational groups, who serve the 278 minor offenders that are serving a custodial educative measure in a juvenile justice centre. There is not a general ratio foreseen because each occupational group has a different mission and range of tasks. There is however a ratio foreseen for those occupational groups who work directly in contact with the residents (minors). *Social educators (university degree): 5 minors per 1 professional. *Psychologists and social workers (in every center except for Folch i Torres): 25/30 minors per 1 professional. *Teachers and vocational trainers: 12/14 minors per 1 professional.

(number of agents compared to the number of residents)There are not prison officers in the strict sense working in juvenile justice centres, but specialised security guards which are hired by an external company that has won a public tender. In the 2 open centres there are no security guards. There is security only in the other 5, which are the regular juvenile justice centres where there are 144 specialised security guards working over different shifts to cover 24 hours a day the areas that are deemed necessary. There is not a general ratio foreseen but the amount of security guards is decided depending on the characteristics of the centre to cover specific areas.
