Introduction: The Irish Prison Service is currently auditing its security processes, with an emphasis on the securitisation of deliveries to prisons, we are seeking your feedback on the following questions related to deliveries to prisons.

Officials of the Latvian Prison Administration Security Department and Supervision Department (in Ilguciema Prison and Cesu Correctional Institution for Juveniles) check all material values that are brought in or taken out, carried in or carried out from the prison, in order to prevent unauthorized items, products or substances from entering the prison.
Does your service use technological solutions (x-ray scanning etc..) and Canine Units in screening deliveries - What technologies are in use?In Riga Central Prison, a dog handler with a service dog performs product inspections (loose products as well as products whose packaging may be damaged, are not inspected). In other prisons the inspection is made with a metal detector.
Are deliveries dropped to prisons directly or a central stores area for further dispersal, after searching?The goods intended for the shop are stored in the shop warehouse (in the company premises in prison), for the canteen – in the canteen warehouse (in the company premises in prison), while hygiene goods and goods for prisoners’ provision (mattresses, pillows, bed linen, clothes) are stored in the prison warehouse located on the prison territory.
Does your service have specialist security teams to undertake such screening and searches?There are no specialist security teams in Latvian prisons as searches are made by Security Department officials (before goods are brought in or taken out from the prison territory) and Supervision Department officials (in the prison territory).
Is it the responsibility of your prison managers (Governors/Directors and their teams etc..) to ensure deliveries are correctly screened?Prisons’ management controls how deliveries are screened.

Vehicle searching does not extend to the items being transported in the vehicle. There must be a visual observation of the contents, but these will not be physically searched unless this is directed by security or a member of staff has reasonable suspicions/receives information that they contain unauthorised articles. The Local Security Strategy must set out the procedures in place that direct which vehicles are to be searched on entry and exit and any level of searching to be conducted on the driver and any passengers taking into account local intelligence and local procedures to determine the levels of searching required.
Does your service use technological solutions (x-ray scanning etc..) and Canine Units in screening deliveries - What technologies are in use?HMPPS uses technological solutions for searching of vehicles and any persons in the vehicle. These include for example, X-Ray Bodyscanners (on males prisoners only) and Handheld Metal Detectors. Dogs could be used in some establishments to check mail and deliveries prior to distribution.
Are deliveries dropped to prisons directly or a central stores area for further dispersal, after searching?High Security prisons have external RID (Receipt, Inspection and Dispatch) units where all deliveries go through the X-Ray scanner before being taken into the prison. In terms of where the deliveries are sent, it depends on the type of delivery. Food deliveries are taken directly to the kitchen, if it is a package for education for example, this would be left at the gate of the prison.
Does your service have specialist security teams to undertake such screening and searches?Most searches are undertaken by prison staff, however HMPPS does have Dedicated Search Teams who specialise in searching. When required, they can undertake searching of people, cells and vehicles.
Is it the responsibility of your prison managers (Governors/Directors and their teams etc..) to ensure deliveries are correctly screened?Yes, the Governing Governor is responsible for ensuring deliveries are searched correctly.
All products with the exception of food are subject to a screening carried out by the staff. The materials for prisoners workshop aren’t screened.
Does your service use technological solutions (x-ray scanning etc..) and Canine Units in screening deliveries - What technologies are in use?The screening consist of x-ray scanning and advanced metal detecting capabilities
Are deliveries dropped to prisons directly or a central stores area for further dispersal, after searching?All deliveries from external partners are made directly to the prisons themselves. only joint national purchases are delivered centrally and further distributed internally.
Does your service have specialist security teams to undertake such screening and searches?The checks are carried out by the local officers. Training is provided for the use of the X-ray equipment and the correct use of the metal detection equipment. There is a specially trained team that is responsible for the detection of cell phones and smartphones, as well as explosives and drugs.
Is it the responsibility of your prison managers (Governors/Directors and their teams etc..) to ensure deliveries are correctly screened?The Governor and his team are responsible for day-to-day security and the associated checks and actions.
