Introduction: The National Offender Management Service of England and Wales is seeking information from other administrations on the escorting of prisoners to hospital and the use of metal restraints (ie: the prisoner is secured around the wrist to the wrist of a prison officer by either handcuffs or an escort chain which consists of two single cuffs joined by a one metre chain). On a recent escort a prisoner was taken ill and required defibrillation to be administered. This clearly cannot happen while metallic restraints are in use and they will be removed as quickly as possible.

Has your prison administration undertaken research or a trial with regard to alternative forms of prisoner management and control without restraints?The Scottish Prison Service process is that no handcuffs or escorting chains will be used on any external movement including hospitals unless a risk assessment highlights the need for these to be used.
In Finland, a prisoner may be restrained by using handcuffs, plastic cuffs meant for restraining a person, or other instruments meant for restraining a person. We mainly use plastic cuffs (so-called cable ties), plastic cuffs with a lock, and Body Cuffs, which enable attaching hands and legs to a belt round the waist.

As a starting note, it is important to emphasise the fact that the Norwegian Correctional Service does not necessarily use coercive means when an inmate is on escorted leave. A risk assessment will be conducted in each individual case before it is decided whether to use coercive means. Most of the escorted leaves are conducted without the use of coercive means. The Correctional Service sometimes uses plastic strips instead of metal handcuffs.

They have to undergo a two-year education, where the consciousness about ethics, values and attitudes play a central role. Establishing a respectful relation to the inmates is basic for risk assessment, and is paramount for the dynamic security of the prison.
