If yes, please specify what type of quality certification.The Scottish Prison Service have quality certification in respect of offender behaviour programmes. A process of accreditation has been developed in SPS which undertakes programme quality assurance and certification for the delivery of specific interventions for prisoners. The decision to award accredited status to a programme is the sole responsibility of an independent panel of programme experts acting upon a dossier of relevant information. Accreditation has a number of benefits: - provides an independent assessment of effective programme delivery which stands the test of external scrutiny; - takes account of programme development and best practice elsewhere;- provides a means of quality control and ensures consistency and integrity; - introduces meaningful targets in measuring programme outcomes against agreed criteria; - targets resources on interventions which could be expected to have an impact by reference to agreed accreditation standards. The Scottish Accreditation Panel for Offender Programmes (SAPOP) was set up in April 2006. It was designed to have the technical capabilities to understand criteria for assessment; have credibility with authorities and with the professionals implementing the intervention; and have a broad representation of disciplines. SAPOP was replaced in 2011 with the Scottish Advisory Panel on Offender Rehabilitation (SAPOR) which adopted a more collaborative and iterative approach to ensuring quality assurance for prisoner programmes. The following programmes are to be submitted to SAPOR over a four year period: - Self-Change Programme (SCP) – (violence); - Moving Forward Making Changes (MF&MC) (sexual offending); - Youth Justice Programme (YJP); - Substance Related Offending Behaviour Programme (SROBP); - Female Offending Behaviour Programme (FOBP); - Constructs (cognitive skills). Moving Forward Making Changes (MF&MC) achieved accredited status in 2014, having demonstrated satisfactory compliance in the following domains: - Clear model of change; - Selection of offenders; - Targeting a range of dynamic risk factors; - Effective methods; - Skills orientated; - Sequencing, intensity and duration; - Engagement and motivation; - Continuity of programmes and services; - Maintaining integrity; - Ongoing evaluation. Programme Accreditation has two equally important but quite different components. One involves assessing and assuring the quality of the programme design, including elements such as staff training and support; provisions for after programme learning supports; and evaluation and research plans. The other involves the assessment and assurance of the quality of delivery of the programme, including adherence to the design; adequacy of management support; and linkages to the overall management of the offender’s case. A key element for quality assurance is transparency in both areas.
