The EuroPris expert group on prisoner transfer, formed in 2012, aids members in implementing EC Framework Decision 2008/909/JHA.
EuroPris is uniquely an organisation of prison practitioners in Europe. We bring together practitioners in the prisons arena with the intention of promoting ethical and rights based imprisonment, exchanging best practices and providing expert assistance to support this agenda. EuroPris’ Expert Groups are targeted at advancing the operational capabilities and professionalism of prison and correction practitioners across Europe.
Each Expert Group consists of 10 experts representing their member countries and are given a term of 2 years. Expert Groups collaboratively assist in the collection, sharing and dissemination of information that provides value to EuroPris Members.
As part of EuroPris’ commitment to assist correctional services across Europe, we have composed since 2012 a number of expert groups on the following issues below.
EuroPris Expert Networks are wider communities from specific fields. EuroPris currently facilitates two Expert Networks: EPTA and the Framework Decision 909 network.

The CEP & EuroPris FNPP Expert Group, formed from organisations supporting imprisoned nationals abroad, focuses on rehabilitating foreign nationals in European prisons.
European prisons vary significantly, prompting questions about their modern relevance, cost, and efficiency. This includes replacing old prisons with cost-effective, technologically advanced facilities, and more.
Prison staff play a central role in prison activities. Recognising their influence, there is a growing awareness of the importance of their well-being.
Modern prisons face global security challenges from organised crime and cybercrime, necessitating international cooperation and advanced technologies.
