Digital Transformation in Prisons: Considerations for Integrating ICT as the Backbone of all Aspects of Prison Operations

This paper from the EuroPris ICT Expert Group explores how digital transformation is reshaping European prison systems, positioning information and communication technology (ICT) as the backbone of modern prison operations. Far beyond a technical upgrade, ICT represents a strategic and cultural shift that influences security, administration, rehabilitation, and reintegration.

The paper introduces the concept of the “smart prison,” where interconnected digital tools enhance safety, streamline workflows, and support essential services such as education, healthcare, and family contact — while emphasising that technology must complement, not replace, human interaction. It outlines the core requirements for successful ICT implementation, including clear strategies, sustainable budgeting, secure and redundant infrastructure, and effective change management.

A detailed examination is given to the challenges prison services face: procurement barriers, vendor lock-in, integrating new technologies into ageing or newly built facilities, and mitigating risks such as cybercrime, vandalism, and misuse. The paper also highlights the need for digital literacy training for both staff and prisoners, and stresses the importance of collaboration with NGOs, educators, and healthcare partners to deliver services safely and effectively.

It further explores the emerging role of artificial intelligence in areas such as security, building maintenance, rehabilitation programmes, and resource management — with a strong reminder that AI must remain a human-centred, ethically guided tool that supports staff rather than replaces them.

Overall, this publication frames ICT as a means to strengthen safety, efficiency, rehabilitation, and reintegration, ensuring that technology supports the human-focused mission of prison services across Europe.
