5TH Europris Conference and Annual General Meeting
The 5th EuroPris Conference and Annual General Meeting was co-hosted by the Dutch Custodial Institutions Agency together with EuroPris on 13 June 2016 in Zaandam, The Netherlands.
The EuroPris conference was opened by the EuroPris vice-president Michael Spurr, followed by Peter Hennephof, the General Director of the Dutch Custodial Institutions Agency.
This year the EuroPris conference paid special attention to overcrowding of prisons and (pre-trial) detention conditions during a panel discussion. James McManus, member of CPT presented a draft White Paper on prison overcrowding that calls amongst others to determine a European standard on measuring prison capacity. Furthermore, the Director General of the Latvian Prison Administration, Ilona Spure demonstrated how the Latvian prison service tackled the problem of prison overcrowding by introducing alternative sanctions, reducing sentences and changing the criminal sanctions policy. As a result, the number of Latvian prisoners effectively decreased in the last five years. Peter Hennephof presented together with Marianne Vollan, Director General Norwegian Prison and Probation Service and Els van Herck, Belgian Prison Service, the approach of renting out prisons. The Dutch prison service had overcapacity and rented out prison space to Belgium and since 2015 also to Norway. About 280 Norwegian inmates were moved to the Dutch prison Norgerhaven, where Dutch prison staff works under a Norwegian prison director.

At the Annual General Meeting, the 2015 Annual and Financial Report, as well as the Strategic Plan 2017-2020, and the planning for 2016 & 2017 were discussed. Also, the EuroPris members decided that starting 2017 all European Prison Services that join EuroPris will have the same membership status and there will no longer be a difference between Full and Affiliated members.
