According with the curriculum developed withing the project, the pilot training course for prison employees “Communication, ICT and teamwork competencies in prison” has taken place in the Turkish prison system.
The aim of the present course is to develop staff competencies, namely in communication, teamwork and ICT, to improve the education, rehabilitation and reintegration processes of prisoners.
During 30 January – 3 February 2017, Turkish General Direction for Prisons and Detention Houses organised in Ankara this pilot training course. Twelve participants from different departments of the prison system took part. After theoretical part, the next step will be practical part-developing educational pilot actions with inmates.
Similar to the other pilot training courses,
The training course is in a blended format, including online sessions, class sessions and work-based educational activities.

According with the curriculum developed withing the project, the pilot training course for prison employees “Communication, ICT and teamwork competencies in prison” is currently taking place in the Moldavian and Romanian prison systems.
The aim of this course is to develop staff competencies, namely in communication, teamwork and ICT in order to improve the education, rehabilitation and reintegration processes of prisoners.

Trainees acquired knowledge online, using the Learning Management Platform developed by project partner Innovative Prison Systems and also in class under the coordination of trainers.

The course for the Moldovan prison staff in order to develop communication, ICT and teamwork competencies in prison activities started in 5-th December 2016. The twelve staff from the Department of Penitentiary Institutions and prisons from the Republic of Moldova have studied methods of developing their competencies. The training took place at the Department of Penitentiary Institutions Training Centre in Chisinau, Moldova.
In 25.11.2016 at Timisoara Prison, Romania the training course for prison staff “COMMUNICATION, ICT AND TEAMWORK COMPETENCIES IN PRISON” started. The first part of the training was online and on the class sessions 12.12.2016. Fourteen employees from different prison departments (guards, administrative and social reintegration staff) learned together how to develop their communication and teamwork skills.
After finishing the theoretical part, the trainees from both countries will plan and implement two new educational pilot actions with inmates to apply the theoretical knowledge acquired during the training.
Update 15th November 2016
On 27.10.2016 the multiplier event National Validation Workshop (E5) took place at Hotel Angellis, Timisoara, Romania. The hosting organisations were the Romanian partners: Timisoara Prison, West University and the Center for Lifelong Learning. The aim of the event was to multiply the project products and to obtain feedback on produced outputs from key experts and stakeholders. The workshop was attended by 16 representatives of public institutions and organisations interested in field of staff training.
The intellectual outputs produced in the project were presented in detail – the course programs, with modules, session plans and tools, development of e-learning modules, development of face-to-face training sessions and coaching sessions – and validated by the participants. The agenda also included the presentation of the results and impact of the project. The participants discussed about opportunities for exploitation these intellectual outputs, focusing on outputs features, format, contents and also on all qualitative indicators.

Update 15th September 2016
According with the developed curriculum the pilot training course for prison employees “Develop prison staffs’ innovation” was piloted in Timisoara Prison, Romania. At the training attended 12 Timisoara Prison staff from different departments: education, IT, administrative, security and human resources. After finishing the theoretical part of the training, the staff planned and implemented two innovative educational pilot actions with inmates.
First innovative educational action developed was “Be innovative! A new chance waits you at one click away!”. The trainees decided to prepare a video tutorial focused on teaching inmates how to find a job using the internet. In the process of creating the video, the staff involved also a group of inmates to be sure that they deliver a useful, good quality and accessible product. The actors in video material was the staff trained. When the video was finished they tested it with a groups of inmates and according to their feedback the tutorial was improved. The final version will be used by prison social workers in their Preparation for Release Program. The video tutorial can be used also by internal TV channel to educate the prisoners.

The second educational pilot action was “ If you drunk drive you change your destiny!” The staff trained selected a small group with eight inmates condemned of drunk driving and trained them to be promoters of prevention. They tested the action with a small group of inmates and after that they improved the promoters’ speech. The promoter inmates participated in a TV reportage which will be transmitted by internal TV channel in prison. The reportage is focused on prevention of drunk driving and in the future can be used not only in Tmisoara prison but also in other prisons.
The staff team selected four inmates from the promoters’ group and together they were involved in teaching about driving legislation at the Driving School Cons-Auto. They presented to the students their bad experienced and risks of drunk driving.
In conclusion we can say the training course results and impact are not only acquisition of new knowledge in fields of innovation by prison staff trained but also effectively innovation in prison education.

According with developed curriculum the pilot training course for prison employees “Develop prison staffs’ innovation” is piloting now in Turkish and Moldavian prison systems.
Under the coordination of General Direction for Prisons and Detention Houses, Turkey, the training course”Develop prison staffs’ innovation” started in 22.05.2016 at Ankara Prison Staff Training Center. Prison staff from different departments attended. This was the theoretical part in class and lasted a week.
In a same context, the national training courses: “Develop prison staffs’ innovation” started also in 27.06.2016 in Chisinau, Moldova under coordination of Department of Penitentiary Institutions Moldova.
The aim of the course was to increase prison staff readiness to understand, mobilise and manage a more efficient educational environment inside prisons. The participant acquired more knowledge about innovation skill, process and its management. In this course participants were able to identify the suitable tools to generate new ideas. During the class sessions, participants were challenged to apply the knowledge, abilities and tools across a complete process, including identifying innovation opportunities, generating ideas, turning them in initiatives, creating the pilot plan and measuring the degree of innovation added by these generated ideas. Participants also learned to develop an “introduction” plan for disseminating the innovative idea in their prison and in other prisons. The training contained the theoretical part in a blended format, online and in class. The theoretical training was supported by the modern Learning Management System developed during the project by partner Innovative Prison Systems-Qualify Just – IT Solutions and Consultancy Lda from Portugal.
After that theoretical training, the students must to start the practical part which means to create, planning and implementation the innovative educational activities with inmates.

New training courses for prison staff to developing innovation skills for better education in prison
Within the Project the national training courses in Romania “Develop prison staffs’ innovation” have started. For the pilot training in Timisoara Penitentiary, Romania, 12 employees from different prison departments (guards, administrative and social reintegration staff) were selected. They are learning together how to develop their innovative skills.
Trainees acquired knowledge online using the Learning Management Platform developed by Innovative Prison Systems and also in class under the coordination of trainers from Timisoara Penitentiary and Centrul pentru Promovarea Invatarii Permanente. The aim of the present course is to increase prison staff’s capacity to understand, mobilize and manage a more efficient educational environment inside prisons. The participants will acquire more knowledge about innovation skills, process and its management. During this course, the participants will be able to identify the suitable tools to generate new ideas and turn them into educational pilot actions with inmates. They will develop controlled experiments to test the initiatives and check if these respond to the identified improvement opportunities in the prison education system to enhance their potential.
Moreover, participants will be challenged to apply the knowledge, abilities and tools across a complete process, including identifying innovation opportunities, generating an idea, turning them in initiatives, creating the pilot plan and measuring the degree of innovation added by these generated ideas. Participants will also have to generate an “introduction” plan for disseminating the innovative idea in their prison and in other prisons.

Multiplier Event in Ankara, Turkey
The second multiplier event E2-National Seminar Turkey of the project “Innovation, Development and Communication for a better education in Prison System” (IDECOM) took place on 28th JANUARY 2016 in Ankara.
The purpose of the event was to promote the project and intellectual outputs developed in the project. Besides presenting the project background, objectives and timeline, the focus was on the presentation of the first intellectual output that was developed”STAFF TRAINING NEEDS ANALYSIS”. This study is a document comparing prison staff self assessment on the competences addressed by the project: innovation, entrepreneurship, communication, teamwork and ICT.
The participants had the opportunity to receive information regarding the new curriculum of training courses for prison staff “Develop prison staffs’ innovation”, “Entrepreneurship for prison staff” and “Communication, ICT and teamwork competencies in prison”. The hosting organization was partner Ceza ve Tevkifevleri Genel Müdürlüğü Turkey(National Administration of Prisons Turkey).
In total more than 40 participants attended at event, representatives of the National Administrations of Penitentiaries from Bulgaria, Kosovo, Azrebaijan, Greece and Georgia, and other experts from Turkish institutions and organizations and representatives of project partnership.
Third Transnational Project Meeting of partners from project „Innovation, Development and Communication for a better education in Prison Systems”IDECOM
On the 27th and 28th of January 2016 the third Transnational Project Meeting of partners from project „Innovation, Development and Communication for a better education in Prison Systems ”IDECOM” project funded under the European ERASMUS +Program, took place in the city of Ankara Turkey.
The steering committee of the IDECOM project gathered in order to evaluate the situation of the ongoing tasks, the outputs that have been delivered and future dynamics of the project activities.

Dissemination and validation of the study ”Staff Training Need Analysis” developed in the Project”Innovation, Development and Communications for a Better Education in Prison System” –IDECOM
In 26 October 2015, the dissemination and validation meeting was organized in Prison Staff Training Centre in Ankara, Turkey. In the meeting attended the Turkish education experts and IDECOM project team.The project team members presented the IDECOM project and first intellectual output ”Staff Training Need Analysis”.
The experts validated the study and gave few suggestions for developing the new curriculum for prison staff training. In conclusion,the experts who were attended to meeting,revealed the view that the process of analysis and the study reflects the general perspective about prison staff training needs in transversal skills. Also they considered that, the curriculum that will perform according to these study will contributing to developing training in prison system.
In 7.12.2015 in Chisinau, Republic of Moldova, several representatives of the penitentiary system have participated at the presentation of the first intellectual product made under the “Innovation, Development and Communications for a Better Education in Prison System” -IDECOM, which took place at the Ministry of Justice. The event was also attended by representatives of the Ministry of Justice, Romanian and Turkish Embassy in Moldova, the Institute for Public Policy, Institute for Penal Reform, Stefan cel Mare Police Academy and EUTAP4 Project Experts and NORLAM mission. The purpose of the meeting was the presentation of the first intellectual product developed in this project – study “STAFF TRAINING NEED ANALYSIS”.
Project participants have discussed about this study, assessing its usefulness in developing new training programs for staff in prison system concerning the development transversal skills.
After the discussions 6 experts have validated the intellectual output by completing the validation questionnaire.

The first multiplier event E1-National Seminar Romania ”Prison Staff Training Needs” of the project “Innovation, Development and Communication for a better education in Prison System” (IDECOM) took place in 29-th October 2015 in Timișoara Prison.
The purpose of the event was to promote the project and engage key stakeholders and experts. Besides presenting the project background, objectives and timeline, the focus was on presentation of the first intellectual output that was developed”STAFF TRAINING NEEDS ANALYSIS”. This study is a document comparing prison staff self assessment on the competences addressed by the project: innovation, entrepreneurship, communication, teamwork and ICT. The participants had the opportunity to contribute also at developing the new curriculum of training courses for prison staff “Develop prison staffs’ innovation”, “Entrepreneurship for prison staff” and “Communication, ICT and teamwork competencies in prison”. The hosting organization was Timisoara Penitentiary together with partners Centrul Pentru Promovarea Invatarii Permanente Timisoara, and West University of Timișoara. In total were 45 participants, representatives of the National Administrations of Penitentiaries and of penitentiaries from Romania, Hungary, Slovenia, Czech Republic, Bulgaria, other experts and representatives of project partnership.
The feedback offered by participants was also valuable for project partners for the future in developments of the new training curriculum courses for prison staff.
Update 15th of September 2015:
West University Timisoara, one of the partners of the project Innovation, Development and Communication for a better education in Prison Systems (IDECOM), have produced “Staff Training Need Analysis”. The present report aims to present the steps followed in accomplishing the first two objectives of IDECOM project, namely the staff training need analysis, conducted in the four partner countries, all in the context of the existent training programs review.
The structure of this report is organized in four main parts: the first chapter will briefly describe and compare the existent training programs that partners from each country (Romania, Moldavia, Turkey and Portugal) found as examples of good practices in their local prison systems, in the field of the skills targeted by IDECOM project (communication, teamwork competences, ICT, innovation and entrepreneurship), as a starting point in understanding the context in which our project takes place; the second chapter will present the method and steps covered in developing the self assessment survey for prison staff training needs, targeting the same five skills; the third chapter brings up a field research, analysing data gathered from applying the survey to four groups of prison staff respondents, one in each partner country; in the last chapter we will draw some conclusions upon the prison staff training needs in the four countries (Romania, Moldavia, Turkey and Portugal) and we’ll discuss some recommendations. The second project meeting of the” Innovation, Development and Communication for a better education in Prison Systems” project financed by ERASMUS+ program took place in Lisbon, Portugal between 9-10 July. At the second project meeting participants analysed the progress and implementation of the project but also validated the first Intellectual Output Staff training need analysis. This document is comparing prison staff self assessment on the transversal skills like:communication, ITC, teamwork, innovation and entrepreneurship. The document includes and compares existent training programs in prison systems focus on transversal targeted skills.
The IDECOM (Innovation, Development and Communication for a better education in Prison System) project aims at the development and implementation of new educational methods in the training of prison staff in transversal skills, and this is made by putting trainees to apply directly in their prison context. By linking training with piloting, the project aims at experience development., it is not only a work-based training, by piloting the results of the skills acquisition are seen.
The rationale of this project is innovation and attraction of community resources to develop educational activities with inmates.Prison services are being continuously challenged by society to deliver a complex mission: implement judicial sanctions, keeping society safe of harmful individuals, while preparing inmates return / release with resources that work to prevent recidivism on criminal behaviour.Prison staff, not only educators (social workers, psychologists, etc.), are challenged to comply with this complex mission, but only a minority have specific qualifications in educational and reintegration fields.
We must understand that guards and administrative staff are central in the system, among other reasons they interact with inmates on a daily basis and can provide critical inputs to their daily life in custody. So developing transversal skills can tackle inefficiencies and increase the number of innovative opportunities lost in the VET (Vocational Educational Training) actions preparation and implementation processes.
This project gathers Universities, training organizations, companies and prison services organizations, aiming to develop work-based joint curricula – to be delivered in a blended learning format using ICT, intensive transnational short-term training courses on transversal skills, namely: innovation and entrepreneurship, communication, ICT and teamwork. Integrated in the courses trainees, in “local teams” will have to create pilot actions targeting inmates VET participation, supported by knowledge exchange with ICT platforms, community of practices/knowledge, study visits and other events, etc. These training courses are aligned with Declaration of Bruges, Prison organizations and EU recommendations for adult education. The project focus on delivering value integrated in training courses throughout the implementation of work-based sessions. Trainees can verify the added value of participanting in training actions directly in their work context.

Other objectives are foreseen to be pursue, but the mission is to improve prison VET actions for inmates. IDECOM believes better prepared and motivated staff can make prisons a gateway to a second opportunity in society.
