As prison overcrowding continues to challenge correctional systems across Europe, Beyond Overcrowding: A European Operational Framework for Managing Prison Capacity offers a practical approach to determining and managing prison capacity.
Building on EuroPris’ previous publication, From Challenges to Solutions: Mapping European Strategies on Prison Overcrowding, this report moves beyond identifying responses to overcrowding and introduces a shared operational framework for assessing capacity pressures and strengthening system resilience.
The report introduces concepts including the overcrowding continuum, operational capacity, operating margins, operational buffers, and Red Lines. Together, these provide prison administrations with practical tools to better understand operational limits, communicate emerging risks and operational realities to policymakers and criminal justice partners, and support evidence-based decision-making.
The report further argues that prison administrations are uniquely positioned to define operational limits, establish clear Red Lines, and work with policymakers and criminal justice partners to support sustainable alignment between prison capacity and demand.
The framework is relevant to all prison services, whether operating within available capacity or managing significant overcrowding, and reflects EuroPris’ ongoing commitment to turning European knowledge-sharing into practical solutions for prison administrations.
