Intramural Programmes for Perpetrators of IPV in Europe – Research Report

Intimate Partner Violence (IPV) remains a widespread and under-reported issue across the EU, with nearly one in five women experiencing violence from a partner in their lifetime. Despite the scale, only a small proportion of cases are reported, and even fewer result in convictions—highlighting the urgent need for effective treatment programmes for incarcerated perpetrators. While existing European standards focus on community-based interventions, little is known about the state of IPV perpetrator programmes inside prisons.

 

This research, conducted in partnership with EuroPris and the European Network for the Work With Perpetrators (EN WWP), maps intramural IPV programmes across Europe, explores the challenges practitioners face, and outlines key recommendations for strengthening interventions and improving safety during and after release.
