The ICT Matrix is a tool that has been developed for European Prison Services for mapping stages of technology development and for collecting solutions.
The first ICT Matrix was developed by the EuroPris ICT expert group in cooperation with the Swedish Prison and Probation Service in 2018. In 2020 the EuroPris ICT expert group revisited the Matrix and brought it more in line with the current needs of European Prison Services.
For each jurisdiction the Matrix collects information across three main categories:
Under these three categories, information is collected about technology providers, types of solutions and their stage of implementation.
In this way, the Matrix becomes an important reference tool for CIO’s to benchmark their own technology development with other European Prison Services and to find European colleagues that can share their experience with the procurement, installation and use of new or planned technology.

The information contained in the ICT Matrix is strictly confidential and only provided to designated persons in the Prison Service.
The Matrix has already been completed by 10 European Prison Services. All Prison Services in the Council of Europe region are invited to also contribute to the Matrix.

The Matrix can be requested for reference or for completion by nominated members of prisons staff who have been selected by their Director General/Head of Service. These selected persons will be responsible for the ICT Matrix within their jurisdiction.
