Dr. Toon Molleman is the deputy director of the dutch prison system and foreigner detention, which comprises 24 correctional facilities across The Netherlands. The organisation employs over 11,000 fte staff, and house approximately 11,000 prisoners in a variety of regimes.
Dr. Molleman is a public administrator by profession. In his career he held diverse positions in academia and national and local management of prisons. In his PhD thesis, he pioneered research into the goals of imprisonment and prison performance, and further wrote scholarly publications on living conditions of prisoners and prison staff professionalism. This experience is closely connected to the mission and vision of Europris.
As a national director, dr. Molleman recently implemented an innovative regime for high-risk offenders and he is closely involved in urgent capacity problems due to shortage of staff and cells. He furthermore leads the transformation program of the offender management system in The Netherlands.
