From a performance perspective, what effect does home kennelling have on the Canine Team?We have never done it in another way and are not considering making changes. The performance of all the dogs are very good and the relationship between dog and handler excellent. Home kenneling is not known to have caused problems between the dogs or the handlers , nor has it influenced on the team.

Of all persons who are screened (examined by the Canine Team) what percentage of persons are positively indicated on by the Dog?In the first six months of 2015 419 inmates and 469 visitors have been searched by drugdogs - security assessment reports are made every time. It is not possible to give a number of the positive indications as it requires a manual review.
Special Remarks or CommentsWe have not a Canine Unite, but in every our close prisons we have a dog. A dog lives in the home of its handler.

Italian prison system has canine units for the search of drugs. The dogs of canine units are placed kennels owned by prison administration.

Special Remarks or CommentsCurrently in only two places of imprisonment there are Canine Units, 8 dog trainers and their service dogs. One service dog, that is under Latvian Prison Administration ownership is being kept in place of imprisonment in its service dog-kennel. Six service dogs lives at their trainers' homes; they are in the service based on a lending contract, which means that the trainers are carrying out their duties with their personal dogs which have been trained. One service dog, that is under Latvian Prison Administration ownership, on the basis of a contract about the service dog being taken into care and preparing it for service, the dog is given to a trainer for care and training; the dog is living at the home of the trainer.
Is the policy optional or mandatory?It is possible to choose whether or not a dog lives with its trainer or stays at a place of imprisonment, at a dog-kennel. However, places of imprisonment prefers for the dogs to stay with their trainers.
From a performance perspective, what effect does home kennelling have on the Canine Team?When the dogs stay with their trainers a stronger bond develops between the trainer and the service dog. It can be seen in the results of training process and courses for improving qualification.

There are no persons that are checked by the service dogs of places of imprisonment of the Latvian Prison Administration.

Our Canine Unite consists of 14 dogs, each with a designated handler. Both the procurement and the training of dogs are done in cooperation with the police. The Correctional Service owns the dogs. In some instances, we purchase fully trained dogs. The dog and the designated handler then follow a program designed by The Norwegian Police University College in order to be approved as an equipage. In other instances, we obtain young dogs and train them ourselves, in cooperation with The Norwegian Police University College. The Correctional Service and the Norwegian Police University College have a close cooperation in regard to training, re-approval and test of new dogs. The Correctional Service has a designated dog-instructor who works closely with The Norwegian Police University College.

Special Remarks or CommentsIn some correctional institutions dogs for obtaining official duties are raised an trrained. Work with these dogs is limited to specifice correctional institution where thereis kennle training ground.
Is the policy optional or mandatory?Policy on holding official dogs is obligatory, but we must emphasize that those are exclusivley watching dogs. Reagulation on the way of obtaining duties of security officers stipulates that official dogs may be used for external security, according togeneral provision on animal protetcion. Security staff officer may hold on a leash maximum of two dogs, with a muzzel , at the same time. Official dogs and dog-holders from the Ministry of Interier are used for drog or eksplosive searche.

Is there evidence to support this?Constant contact of a handler and a service dog reinforces their interaction. The better the contact, the better the service dog remembers the commands and assigned duties that influence the training results and achievement of goals.

Yes SPS has a canine Unit and has home kennelling arrangements in place. This is not a separate Policy and is included in the SPS National Standards and Guidance for use of search dogs within SPS.
Is the policy optional or mandatory?This is mandatory for all SPS dog handlers to have kennels installed at their home address. SPS pay the costs associated with this (restrictions apply.
From a performance perspective, what effect does home kennelling have on the Canine Team?Canine Team - Improved working relationship between handlers and dog reducing stress levels in dogs. - This allows for handlers to be deployed direct from home to any SPS establishment without having to gain access to secure establishments to pick up dogs and equipment. Dog - Reduces risk of cross contamination of dog viruses (shared kennels). Organisation - This allows for up to 60 hrs per month of dog welfare tasks (feeding, exercise, kennel cleaning and vehicle cleaning) to be carried out whilst the Dog Handler is off duty and not as part of the operational working day (an allowance is paid for this). - Reduces resource requirement for kennel assistants.
Is there evidence to support this?Yes this allows for the Dog Handler to work 37 hrs per week operationally. Yes we have a low level of burn out for dogs with dogs being in service for more than 10 years in most cases. Yes this Improves response times for National Operations.
