Introduction: Filing and handling of requests of citizens in electronic form is a current trend of each society, including prisons. The Slovak Republic is interested in approaching the set up trend for inmates. Based on preparation and realisation of the reform focused on the complex increasing the quality of processes in conditions of the Corps of Prison and Court Guard we would like to gain information if inmates have a possibility to file their requests electronically within the prison system:

Are inmates interested in the electronic form of communication?The solution is only available in one prison as a pilot-test. The solution was launched in March 2015 and was evaluated in ultimo September 2016 through interviews with some of the inmates. In short, the inmates were very pleased with the self-service solution, which were perceived as an improvement of the everyday life in the prison. Concerning digitized requests, the inmates expressed a high degree of satisfaction in this regard. The inmates specifically mentioned that the ability to track their request through the administrative processing gave them an increased sense of trust in the case handling.

There are preliminary plans for a project, that will have these kind of services in it´s scope. If the project is successful, one prison will be providing these services by 2020.

If yes, which type of technical device do you use?Only in prisons (Beveren, Marche-en-Famenne and Leuze-en-Hainaut) that are using PrisonCloud digital platform. PrisonCloud is a highly secured and flexible service platform for detainees. The digital platform offers services, which allow the detainees to carry out a number of actions independently and responsibly. The platform is used in combination with thin clients (in the cells) or tablets. Both these devices are highly secured and the detainees have to log in with a token and a password.
If yes, which areas can the requests involve (e.g. receiving visits, parcels etc.)?The detainees can send messages to any group within the institution. A group is a number of persons who exercise a specific function within the institution. For instance: accountancy, registry, management, security, etc. Below, you will find a list with other services that are available to the detainees. IPTV: television service with a number of free channels. All channels are available against payment. Telephony: Telephony is available 24/7. Telephony is organized by means of a blacklist. Detainees can call all numbers, except for the numbers on the blacklist (detainees can of course only make phone calls for as long as they have credits). If necessary, restrictions can be created per detainee, per group or for the entire population of the institution. Canteen: credits for telephony, video and printing and weekly canteen products can be ordered via a web shop. Intranet: local Intranet site for detainees with miscellaneous information pertaining to the institution. Video: film rental. Rented films are available for 48 hours. Report notes: electronic version of the report notes that are used in the institutions. Detainees can send report notes to various “roles”. The notes are always sent to a “role” (i.e. a group of persons). A note can be answered, closed or transferred by anyone within the group. Report notes sent to e.g. the medical unit can only be read by the medical unit. Agenda: a simple agenda, similar to e.g. Google calendar, etc. It can be integrated in report notes, e.g. to book sports facilities. This feature has not yet been programmed however. VDI: pc rental. Instead of installing computer hardware in each cell, the detainees have an icon on their screen. Via that icon, they can open a Windows 7 environment (no internet access!). My prison regime: information on the regime in the institutions and in the various sections. Alarm clock: an alarm clock with multiple alarm times. E-learning: in-cell courses. This feature proposes various courses that can be followed. Secured digital platform: secured internet for the detainees. The consultation of various websites in a secured environment can be allowed (this feature is currently not yet used however).
Are inmates interested in the electronic form of communication?Yes. This electronic forms system is well received by the detainees. The system makes sure that the addressee receives the questions quickly and safely. At any time, the detainees can follow what has been done in response to their questions. Questions submitted via the electronic forms are treated much faster than questions submitted on paper.
Can you provide the percentage of inmates´ interest in the use of electronic form of communication?No. In the penitentiary institution of Beveren, a survey has been organized in which 119 detainees have participated. The general response on the electronic report notes has been largely positive.
