Introduction: Safety Impact Assessments were introduced in England and Wales during 2021 in response to concerns that national prison policy decisions were often taken without formal due regard for prison safety. The process is designed to ensure that any policy or change affecting prisons routinely takes full account of its potential impact on the safety of both prisoners and staff. It also provides assurance to governance boards that safety has been carefully considered, enabling them to make informed decisions. National policy makers or change owners are required to complete a safety triage form for consideration at a Safety Panel. This is reviewed by the panel and if deemed necessary a full Safety Impact Assessment is requested which requires the policy or change owner to set out the safety risks and appropriate mitigations that they have included in the policy or change. The panel then reviews this document and advises on any further safety risks and mitigations ahead of the policy or change going to the relevant board. We are reviewing how the Safety Impact Assessment process operates, and as part of this review we are keen to understand how the safety of staff and prisoners in policy making is considered in other jurisdictions. We would appreciate if you included any key documentation which help inform parts of your answers.
New legislative and policy initiatives in the field of prisons are not the responsibility of the DG EPI, but of the federal government or parliament . In this respect, the intervention of the central prison administration is limited to consulting and issuing recommendations.
How are governance boards and/or decision makers assured that national changes, new polices or initiatives have taken account of their impact on the safety of staff and prisoners?When DG EPI is asked for an advice on new prison policies, the central administration gathers the opinion and expertise of the various coworkers in the prisons in order to take the best possible account of security requirements for both prison officers and prisoners.
