Introduction: In Ireland, cellular vehicles (i.e. specially designed prisoner escort vehicles with segregated compartments like mini cells) are used to transport prisoners from a prison to a court/hospital. The Irish Prison Service would appreciate your assistance in providing information on the use of seatbelts in your organisation.
Our Administration has no competences on this matter, so far.

Where seatbelts have been installed in cellular transportation, can you advise on any redesign or adaptation of seatbelts to reduce self-harm and/or other risks?Seatbelts are not intended for or used in compartments of Latvian Prison Administration operational vehicles in which prisoners are placed or transferred (hereinafter - operational vehicles). National normative acts do not provide for such requirements and operational vehicles are equipped according with requirements stated in Sub-clauses 13.1 and 13.2 of the Cabinet Regulation No.497 "Procedure of Transferring and Guarding a Convicted or Arrested Person while Receiving a Health Care Service in a Medical Institution Outside the Prison" of 25 August 2015.
Has your organisation experienced any incidents associated with prisoner cellular vehicles, e.g. traffic collisions, self-harm incidents, violence/harassment/aggression incidents?Yes, there have been various traffic accidents involving operational vehicles, but no significant harm has been caused to Latvian Prison Administration officials or prisoners.
Where seatbelts have been installed in cellular transportation, can you advise on any redesign or adaptation of seatbelts to reduce self-harm and/or other risks?There are no seatbelts in operational vehicles.
We use standard vehicles to transport prisoners (they have regular seat belts and the inmates have to use them) as well as special rebuilt vehicles that have four metal cells built into them and each has a seat for the inmates with a three-point seat belt that the inmates also have to use.
Has your organisation experienced any incidents associated with prisoner cellular vehicles, e.g. traffic collisions, self-harm incidents, violence/harassment/aggression incidents?Fortunately, after the introduction of special vehicles, there have been no major incidents. We have been involved in minor accidents that have not stopped the drive. There have been minor incidents involving detainees, but fortunately we have relatively short distances and have been dealt with them either locally or at the destination.
Where seatbelts have been installed in cellular transportation, can you advise on any redesign or adaptation of seatbelts to reduce self-harm and/or other risks?In converted vehicles, the seat belts are similar to those in normal vehicles and meet all requirements. Depending on the level of risk, it is also possible to use additional safety measures while driving, such as handcuffs. Before each detainee convoy, a security check is carried out to find items that could damage the vehicle or cause danger to the staff or themselves.

We would like to emphasize that in the Slovenian prison system we do not have cellular vehicles for prisoners, as described in the Irish Prison Service. We use converted vans for transport, but all of them have seatbelts according to homologation.

Yes.
Has your organisation experienced any incidents associated with prisoner cellular vehicles, e.g. traffic collisions, self-harm incidents, violence/harassment/aggression incidents?Yes, there has occured and still does occur missbehaviour on frequent basis in the transportations. In the fall 2020 a prisoner damaged extensively the interior of a transportation vehicle and the prisoner had to be tamed by using force. severe traffic accidents have been avoided, but minor accidents resulting to breaks of transportation vehicles has occurred a couple of times over the years.
Where seatbelts have been installed in cellular transportation, can you advise on any redesign or adaptation of seatbelts to reduce self-harm and/or other risks?The safety procedures of prison mobile vehicles have been inspected and are appropiate. The safety belts are mounted according to requirements.

All the vehicles used for the transport of prisoners are equipped with seatbelts, both for staff and for inmates. The use of said seatbelts is compulsory, as it provided for by the Italian Traffic Rules as well as by the Insurance Companies as a prerequisite to compensate damages to people on board the vehicles in case of accidents. This is why the seatbelts are installed also inside the cells set in the vehicles for the transport of inmates.

Where seatbelts have been installed in cellular transportation, can you advise on any redesign or adaptation of seatbelts to reduce self-harm and/or other risks?In the most recent vehicles, a system of anchorage of handcuffs has been implemented, aimed at avoiding self-harm and aggressions to staff during prisoners’ transport.
Seatbelts are installed in the cellular vehicles that are used in Belgium. The cellular vehicles are since 2019 part of the vehicles of the federal police who is in charge of the transport of prisoners.
Has your organisation experienced any incidents associated with prisoner cellular vehicles, e.g. traffic collisions, self-harm incidents, violence/harassment/aggression incidents?During the period before the federal police toke over this mission, we didn’t had knowledge of any incident associated with the use of seatbelts.
