Online Training on Freedom of Religion and Expression in Prisons

Introduction 


The interactive online training on the Freedom of Religion and Expression in Prisons focused on key topics derived from the European Convention on Human Rights (ECHR) as interpreted by the European Court of Human Rights (ECtHR). The training emphasised the ECHR’s impact on the rights of prisoners and prison staff, highlighting its priority over national laws and its applicability to 46 European states.
 


The training was organised under the EPTA presidency by the Training Center of Justice of Georgia.

Objectives of the training

  • To raise awareness among prison staff about the ECtHR case law on the specific nature of respect for qualified rights to freedom of expression and freedom of thought, conscience and religion within a prison;  
  • To contribute to the exercise of prisoners’ rights in accordance with the standards established by the ECHR;  
  • To raise awareness about the right of the personnel to reputation versus prisoners’ freedom of expression.

     

Training Content 


The training session covered the following topics:
 
 

  • Prisoners’ rehabilitation as an ECHR right;  
  • Striking a fair balance between the objectives of rehabilitation, on the one hand and safety and security on the other hand;  
  • Prisoners’ right to freedom of thought, conscience and religion under ECHR; 
  • Prisoners’ right to freedom  of expression; and 
  • The right of the personnel to reputation.
     

Trainer 


Training was conducted by a trainer of the Training Centre of Justice of Georgia, Ms. Nana Mchedlidze.
 


Ms. Nana Mchedlidze is an exceptional trainer at the Training Center of Justice of Georgia. With 26 years of experience, she teaches CPT Standards and ECtHR case-law, and lectures at Tbilisi State University and Alte University in Georgia. Ms. Mchedlidze has extensively contributed to the field of human rights, with numerous publications including articles, books, and a manual on International Standards of Imprisonment.
