Think Tank: Public Perception & Recruitment Management
Introduction
Across Europe, prison services face a dual challenge that is quietly becoming a crisis: public perception of the prison sector remains persistently negative, and recruitment pipelines are under increasing pressure. These two issues are not unrelated. The way prisons are portrayed in media, political discourse, and public conversation directly shapes who applies to work in them, and who does not.
Yet the corrections sector has a story worth telling. Prison services across Europe are doing genuinely innovative, humane, and effective work, work that rarely reaches public consciousness, and that is seldom reflected in the narratives that shape recruitment. Changing that requires not just better communications, but a fundamental rethinking of how prison services present themselves to the world and to potential staff.
This Think Tank brings together EuroPris members to explore that challenge openly, sharing experiences, interrogating assumptions, and learning from one another in a space designed for honest, peer-to-peer dialogue.
