Introduction
Our 15th Annual General Meeting (AGM) brought together representatives from 38 of EuroPris’s 40 member prison administrations, reflecting the strong engagement of the network. We were also pleased to welcome five observer organisations, whose participation further enriched the discussions and exchange of perspectives.
The programme provided an opportunity to reflect on EuroPris’ achievements in 2025 and priorities for 2026–2027, alongside thematic workshops, discussions on EU funding, and key governance developments, including the welcoming of new Board members Ina Eliasen (Denmark) and Zvonimir Penić (Croatia), and the announcement of the new EuroPris President, Rait Kuuse (Estonia).
We would like to extend our sincere thanks to the Correctional Services Agency Malta for hosting the AGM and for their warm hospitality. Their professional organisation and dedication made the AGM a truly memorable occasion, including the EuroPris 15th anniversary drone show, generously offered by the host.

Prison Achievement Award 2026
A highlight of the AGM was the presentation of the Prison Achievement Award 2026, which recognises innovation and impact at the local level, with the EuroPris AGM providing a platform to inspire prison services across Europe.
We warmly congratulate the 2026 winner, Les Baumettes Prison (France), for its initiative “Les Beaux Mets – A Culinary Pathway to Rehabilitation”.
We also congratulate the other shortlisted candidates who were in the running for the Prison Achievement Award (2026):
Centro Penitenciario de A Lama (Spain)
Leiria Jovens – Youth Prison of Leiria (Portugal)
Correctional Centre for Women in Lipjan (Kosovo)
Corfu Correctional Facility (Greece)
All 5 shortlisted initiatives demonstrated a high level of innovation and impact, spanning areas such as reintegration, healthcare, education and social inclusion, and continue to inspire professional prison practice across the EuroPris network.
