Prison Overcrowding & Probation
Net-Widening

Prison overcrowding and probation net-widening have become increasingly important issues across Europe. While often viewed separately, both challenges are closely linked to broader criminal justice policies, sentencing practices and the use of custodial and community-based sanctions. As prison populations continue to rise and the number of people under probation supervision grows, there is increasing recognition of the need for more balanced, proportionate and effective responses throughout the criminal justice process.

Overcrowding places considerable pressure on prisons, affecting living conditions, staff workloads, access to healthcare, education and rehabilitation opportunities, and the ability of services to manage complex prisoner needs. At the same time, probation services are facing the effects of net-widening, where increasing numbers of people become subject to community supervision, creating the risk of expanding control rather than reducing reliance on custody.

Addressing these challenges requires cooperation across custodial and community sectors, as well as a shared understanding of the factors that drive prison populations and probation caseloads. The Joint Expert Group on Prison Overcrowding and Probation Net-Widening, established by EuroPris and CEP, provides a platform for experts to exchange knowledge, analyse trends and share practical approaches that support proportionate sentencing, effective alternatives to custody and sustainable criminal justice systems. Through collaboration and the exchange of good practices, the group contributes to safer, more humane and more effective responses across Europe.
