Introduction: In Lithuania, when refurbishing (or building) prison buildings and related infrastructure, i.e. inmate accommodation units, recreation areas, outdoor sports grounds and walking yards, as well as installing perimeter CCTV surveillance, access control and perimeter detection systems in prisons, the outsourced companies carry out their tasks in different ways: they use construction materials of different quality, build walls of different thickness, windows, doors and bars are of different resilience, etc. The national quality standard for refurbishment of prison infrastructure is under consideration. Based on the above we would like to know what is the practice in other European countries.
Yes, modern and current prisons in Spain are designed and built under the same criteria, concerning style, size, units and composition. In this regard, SIEPSE is the Equipments and Penitentiary Infrestructures Society (Public Agency), which is in charge of everything related to installation and repair of important and relevant elements in prisons, except little things repaired by small companies in each prison. https://www.siepse.es/

What are the uniform requirements?All materials in current prisons are standardised, specially those that are part of the structure itself (walls, wire fences, etc). Do you have a regulation on the standardisation/unification of the requirements for the design and/or installation of prison perimeter and internal security and/or CCTV systems in your country?The above mentioned also goes for internal and external security (perimeters). All changes and modern updates (digital security) are installed in an homogeneous way, so all prisons have the same infrastructures concerning security. SIEPSE is in charge and the public entity appointed for this.

In Belgium, quality standards are applied for every project. In 2019, a law containing the standards for prison cells was passed (cf. attachment). We use different classes reflecting the security standards that must be met. This then ties in with the materials selection. Those standards will be higher in highly secured prisons than in less secured or open facilities. The classes are determined based on the resistance levels that must be met.

What are the uniform requirements?There exists no legal regulation governing perimeter security, CCTV or other internal security installations. The Directorate General Penitentiary Institutions have, however, developed a standard of their own for prison security. We always apply double detection with regard to perimeter security, which must consist of CCTV, possibly in conjunction with thermal cameras, intelligent video analysis, electric fencing, concertina wire or other technologies. Furthermore, there is an internal standard for CCTV, alarm and localisation, electric enclosures, detection of mobile phones, and so on.

These documents are confidential and are not to be published! These standards are the fruit of a cooperation between the Buildings Service and the Security Service during the years of expertise acquired in this field.
