Introduction
This two-day think tank brought together prison professionals from across Europe to explore how to build more adaptable and resilient prison services. Participants examined the changing needs of prison populations, assessed both internal and external threats to operations, and developed strategic, flexible responses. Through breakout sessions, attendees shared national experiences, evaluated readiness, and co-created practical solutions.
Key Themes that were explored:
- Future prison populations – Who are we planning for?
- Prison conditions – What should they look like in the future?
- Operational threats – What are we preparing for?
- Strategic responses – How can we build flexibility into infrastructure, staffing, and systems?
In celebration of the Portuguese Prison Service’s 10-year anniversary as a EuroPris member, they were proud to host this event in Lisbon.
This think tank was intended for professionals in European prison services involved in strategic planning, data analysis, risk assessment, or operational development. Participants should be ready to share insights and collaborate in group discussions.
Level of seniority was less important than the ability to actively contribute to the topic and engage thoughtfully with others. We welcomed participants with relevant experience and a willingness to work collaboratively.
