Introduction
This two-day think tank will bring together prison professionals from across Europe to explore how to build more adaptable and resilient prison services. Participants will examine the changing needs of prison populations, assess both internal and external threats to operations, and develop strategic, flexible responses. Through breakout sessions, attendees will share national experiences, evaluate readiness, and co-create practical solutions.
Key Themes:
- Future prison populations – Who are we planning for?
- Prison conditions – What should they look like in the future?
- Operational threats – What are we preparing for?
- Strategic responses – How can we build flexibility into infrastructure, staffing, and systems?
In celebration of the Portuguese Prison Service’s 10-year anniversary as a EuroPris member, they are proud to host this event in Lisbon.
We have limited spots for this Think Tank and want to ensure the participation of individuals best placed to contribute meaningfully. Therefore, we are asking all interested professionals to apply.
You will receive confirmation of your place within a few days. Participants will be selected based on their suitability to contribute to the event, and in the order that applications are received.

This think tank is intended for professionals in European prison services involved in strategic planning, data analysis, risk assessment, or operational development. Participants should be ready to share insights and collaborate in group discussions.
Please note: Level of seniority is less important than the ability to actively contribute to the topic and engage thoughtfully with others. We welcome participants with relevant experience and a willingness to work collaboratively.

Please note that accommodation costs are to be covered by the participant.

Travel Bursary Policy
Starting from 2024, EuroPris is expanding its financial assistance program to cover a variety of events organised or co-organised by EuroPris.
- Each EuroPris member is entitled to reimbursement for three (3) events per year, including the AGM.
- Reimbursement includes:
- travel expenses
- accommodation
- conference fees for one person per event (when applicable).
- The maximum amount reimbursed per event and person is €600.
Use of the reimbursement must be agreed with the member liaison and be authorised by the member jurisdiction.
