Prison Security

While the common image of prisons gives the impression that they are closed worlds, the reality is that modern prisons operate in a global context. Prisons today face complex and serious security threats from organised crime gangs, violent extremists and cybercriminals who increasingly operate across borders. Understanding and responding to these threats requires international cooperation.

 

Like other sectors of the economy, the security industry is becoming more globalised and new technologies and solutions are being developed to respond to the threats observed in different countries. In addition, the management of correctional security is becoming more interconnected through regional and global organisations such as the Council of Europe and the United Nations, which seek to harmonise and create core standards for key aspects of the correctional system, promote professional cooperation and disseminate best practices. With the increasing globalisation of security threats, the security industry and prison management, there is an opportunity to bring EuroPris members together to identify more systematically how cooperation can be used to better identify and respond to security threats. 

 

Enhancing and improving public safety and security – EuroPris made this its vision. With reference to this, it is necessary to focus on one of the fundamental tasks of prison practice – security – a daily and omnipresent topic in the justice system.

Prison Security Handbook: Strengthening Responses To Organised Crime Within European Prisons 

This comprehensive Handbook is an output of the EuroPris Prison Security Expert Group drawing on different national security assessments with a strong focus Organised Crime in Prisons (OCP) in Europe.

 

This output is a practical and experience‑based resource that captures shared challenges, proven approaches and strategies from across Europe. It contains reflections on security strategies, the impact of organised crime in prisons, risk assessment methodologies, prison intelligence, interagency cooperation and the management of high‑risk prisoners. Its goal is to provide clear, actionable guidance to support the EuroPris membership in strengthening prison security and resilience.

Event Highlights

In collaboration with the Italian Ministry of Justice – Department of Prison Administration, the Dutch Ministry of Justice and Security, and EuroPris, the Organised Crime in Prisons (OCP) Conference 2025 was held in Rome to address the growing influence of organised crime networks within European prisons. Experts, practitioners, and policymakers from across Europe discussed innovative approaches, intelligence‑led strategies, and cross‑border cooperation to strengthen security and disrupt criminal activities in custodial settings.

In partnership with the Belgian Prison Service, the EuroPris Prison Security Expert Group hosted a roundtable in Brussels to address the challenges of organised crime in prisons. Experts and practitioners from across Europe discussed the role of prison intelligence in tackling cross-border criminal networks and enhancing security. Key discussions covered surveillance techniques, informant management, data analysis, inter-agency collaboration, and countermeasures to disrupt illicit activities within prison facilities.
